Agreement No. DM-DIGER-023-2026 — Delegation of Functions Inherent to the Position of Coordinator of Planning and Management Evaluation Ad Honorem

This agreement delegates the duties of the Coordinator of Planning and Management Evaluation position within the Management by Results Directorate (DIGER) effective May 4, 2026. It allows the designated official to exercise the necessary administrative responsibilities to manage this directorate, which depends on the Presidency of the Republic.

Agreement No. DM-DIGER-002-2026 — Delegation of Functions of Human Resources Sub-Manager at DIGER

This agreement authorizes Antonio Sierra Pineda, Human Talent Specialist Advisor at DIGER, to perform the duties of Human Resources Sub-manager starting April 8, 2026. He will be able to make administrative decisions about personnel and is responsible for his actions. The delegation can be revoked at any time by the Director.

Executive Agreement No. 048-DP-2026 — Authorization to DIGER for Direct Contracting of Security and Cybersecurity Services for Public Digital Infrastructure

This executive agreement authorizes DIGER to directly contract specialized security and cybersecurity services to protect the State's digital infrastructure. Direct contracting is justified because it requires secretive operations and highly specialized technical work. DIGER can purchase software, hardware, training, and professional services needed to protect critical systems used by 80+ institutions.

Agreement No. DM-DIGER-024-2026 — Delegation of Functions Inherent to the Position of Budget Sub-Manager

This agreement delegates the Budget Sub-Manager duties to Ciriaco Ulloa Castillo, a specialist in budget management and execution at the Management by Results Directorate. Ulloa assumes responsibility for his decisions and the agreement can be revoked at any time without affecting the budget.

Agreement No. CREE-74-2026 — Approval of the Quarterly Adjustment to the Tariff Structure of Roatán Electric Company, S.A. de C.V.

The Electrical Energy Regulatory Commission (CREE) approves a quarterly adjustment to electricity rates charged by Roatán Electric Company (RECO) in Roatán and José Santos Guardiola, effective September 2026. This adjustment reflects the actual costs of fuel and electrical service operation on the island.
