Honduras establishes guidelines to authorize organizations that produce and distribute books in accessible formats (audiobooks, braille, digital texts) for blind people or those with visual difficulties. This fulfills the Marrakech Treaty signed by Honduras in 2015, ensuring that people with visual disabilities have equal opportunities to access education, culture, and information.

Contract — Technical and Financial Cooperation Agreement for the Delegation, Administration and Operation of Agricultural and Livestock Quarantine Services and Phytosanitary Diagnosis between SAG, SENASA and OIRSA

This agreement authorizes SENASA and OIRSA to work together on agricultural quarantine, pest diagnosis, and food safety in Honduras. It benefits farmers and consumers by protecting crops and food from diseases and pests, with validity from May 2020 to May 2022, renewable by mutual agreement.

Contract — Technical Cooperation Agreement for the Administration and Operation of the National System of Traceability and Agricultural, Aquaculture, and Fishing Registry (SINART)

This agreement between Honduras (SAG and SENASA) and OIRSA establishes how they will work together to operate SINART, a system that tracks animals, plants, and agricultural products. It defines each institution's responsibilities: SAG provides regulatory support, SENASA provides technical oversight, and OIRSA manages operations and collects user fees to keep the system self-sufficient.

Contract — Technical Cooperation Agreement for the Administration and Operation of the National Agricultural, Aquaculture and Fisheries Traceability and Registry System (SINART)

Honduras establishes a technical cooperation agreement between the Ministry of Agriculture, SENASA, and OIRSA to administer and operate SINART, a system that tracks and registers agricultural, aquaculture, and fishing products. The agreement is in effect from January 2026 to January 2030 and aims to improve food safety and quality in the country.

Executive Agreement No. 216-2026 — Ratification of Technical and Financial Cooperation Agreement for the Delegation, Administration and Operation of Agricultural and Livestock Quarantine Services and Phytosanitary Diagnosis

This agreement authorizes the government to ratify an international convention that delegates part of agricultural quarantine and plant health diagnostic services to SENASA, the agency responsible for protecting the country's agriculture, livestock, and environment against pests and diseases. The purpose is to improve control of agricultural imports and exports through technical and financial cooperation, without requiring prior congressional approval.

Executive Agreement No. 218-2026 — Ratification of the Technical Cooperation Agreement for the Administration of the National Laboratory for Analysis of Residues (LANAR)

Honduras authorizes the international organization OIRSA to manage the National Residue Analysis Laboratory (LANAR) technically and financially to verify the quality and food safety of agro-products, both domestically produced and imported. The laboratory will analyze chemical residues and pathogens according to international standards, benefiting consumers and agricultural producers in the country.

Executive Agreement — Ratification of Technical Cooperation Agreement for the Administration and Operation of the National System for Traceability and Agricultural, Aquacultural, and Fishing Registry (SINART)

Honduras authorizes OIRSA to manage agricultural quarantine and pest diagnosis services at ports and airports, collecting fees for these services. SENASA supervises technical quality, sets health standards, and receives monthly reports. The agreement includes inspector training, external audits, and profit-sharing between both institutions for four years (2026-2030).

Executive Agreement No. 217-2026 — Ratification of Technical Cooperation Agreement for the Administration and Operation of the National System of Traceability and Agricultural, Aquaculture, and Fisheries Registry (SINART)

Honduras approves an agreement for OIRSA (international organization) to administer and operate SINART, a system that tracks and registers agricultural, aquaculture, and fishing products. This strengthens health surveillance, prevents smuggling and cattle theft, and facilitates international market access for Honduran producers.

Legislative Decree — Approval of Contractual Agreement No. DIGER-AGEHRED-050-2025 for Migration Services of Forms and Reports of SIAFI II

Congress approves a 2.3 million dollar contract with Four Consulting Group to modernize Honduras' financial systems (SIAFI II) over 18 months. This project, financed by the Inter-American Development Bank, will improve transparency and efficiency in managing public finances.

Legislative Decree No. 123-2026 — Approval of the Contractual Agreement No. DIGER-AGEHRED-013-2023 for Broadband Connectivity Services

The National Congress approves a contract between the government and SERCOM company to provide free broadband internet in public schools and health centers throughout Honduras until June 2026. The contract, financed with a loan from the Inter-American Development Bank, is worth 261 million lempiras and aims to reduce the digital divide and ensure access to education and health for students and citizens.

Legislative Decree No. 125-2026 — Approval of Contractual Agreement No. DIGER-AGEHRED-047-2025 and its Amendments for the National Early Warning System (ALERTA-HN)

Honduras approves a contract with the Inter-American Development Bank to migrate the SIAFI II financial reporting systems. This change improves the administration of digital transformation projects and aims to guarantee access to technology and internet for students, reducing the digital divide according to the Sustainable Development Goals.

Legislative Decree No. 124-2026 — Approval of the Contractual Agreement DIGER-AGEHRED-049-2025 for Broadband Connectivity Services in Public Sites

This decree approves a contract between the Directorate of Results Management (DIGER) and SERCOM company for $9,199,040 to provide broadband internet in public places until June 2028. The contract, funded by an Inter-American Development Bank loan, aims to guarantee universal internet access in public sites to strengthen rights such as education, health, and information, and ensure its continuity regardless of government changes.
