Summary
This law promotes agricultural production, reduces taxes to increase competitiveness, and provides social subsidies for low-income families. It benefits small farmers with credit and land access; workers with tax reductions; and poor families with scholarships, subsidized housing, and nutritional assistance for children.
Considerations
Whereas the Constitution of the Republic in its Article 328, mandates that the Economic System of Honduras is founded on principles of efficiency in production and social justice, in the distribution of wealth and national income, as well as in the harmonious consistency of the factors of production that make possible the dignification of work as the principal source of wealth and means of rationalization of the human person.
Whereas it is a fundamental objective of the Government, the economic development for which it is indispensable to incentivize agricultural and livestock production at the level of small producers and the reformed peasant sector by means of access to financing, through the extension of property titles for the granting of guarantees with Direct Credit measures.
Whereas in the context of Central American integration, the countries of the region are immersed in a gradual process of tax harmonization, which implies a progressive customs tariff exemption and export taxes, as well as a restructuring of internal taxation, in order to promote economic development and facilitate trade operations.
Whereas a policy of social spending is executed that addresses in a fiscalized and efficient manner the basic needs of health, education, housing, stimulating the development of microenterprises and rural activities, especially of the marginal rural and urban sectors with the purpose of achieving among Hondurans a more just and equitable treatment and contribution to national income.
Whereas within the framework of State Modernization it is appropriate to reassign institutional functions taking into consideration the attributions that correspond to each State Department.
Whereas it is a priority of the new Government to stimulate the tourism industry as an activity that is highly generative of employment and foreign exchange to the national economy.
Whereas the General Budget of Income and Expenditures of the Republic for the Fiscal Year of 1998, approved by Decree No. 229-97 dated December 17, 1997, reflects an imbalance with negative insufficiency in the economy when financed excessively through internal credit, being necessary to limit it to levels consistent with the size of our economy. LEGISLATIVE POWER DECREE No. 131-98 April, 1998 EXECUTIVE POWER Executive Decree Number 009-98 May, 1998 NOTICES With the measures proposed in this Decree it is intended to reduce the fiscal gap without financing while guaranteeing at the same time the necessary resources to contribute to the execution of programs and projects of social interest, focused on specifically addressing the basic needs of the Honduran population with low income.
Whereas it is appropriate to the interests of the State to perform all exercises that protect to a greater extent tax debts and facilitate taxpayers or responsible parties the fulfillment of their obligations, in order to resolve their situation with the Tax Authority, as provided for in the Tax Administration that was originally contemplated under Article 224 of the Tax Code.
Whereas it is in the public interest the conservation and maintenance of road infrastructure as part of national patrimony, which serves as support for economic and social development.
