In exchange, companies must guarantee that all production is exported and will receive a ten-year exemption from income tax.

Considerations

Whereas the Government of the Republic has the obligation to strengthen the National Economy, and must for this purpose establish measures that promote production and increase the country's exports, as well as foster the employment of labor through its combination with other national and foreign resources.

Whereas it is the duty of the State to stimulate investment and create mechanisms for the development of export industries.

Whereas it is a matter of national urgency to create the conditions for the immediate utilization of the benefits derived from the Economic Recovery Program of the Caribbean Basin, and for this purpose it is necessary to enact the extraordinary measures that circumstances demand.

Whereas the Government of the Republic has defined as one of its priority goals the increase of Foreign Trade, through the promotion and diversification of exports.

Whereas within this context it is necessary to incorporate new criteria, streamline and simplify the governmental procedures applicable to legal instruments related to exports.

Whereas through Decree No. 37 dated December 20, 1984, the Temporary Import Regime was created, which has been evaluated in its application and merits its updating in order to make it an agile and expeditious legal system.
