Form Technical Committee Trust Fund Administration of Population Protection and Security Fund 2017

This decree appoints new members to the Technical Committee of the Trust Fund for Population Protection and Security. Carlos Daniel Sánchez Lozano and Santos Caballero, designated by the National Convergence Forum (FONAC), replace previous members to manage the fund that protects Honduran citizens' security.

Whereas it is the responsibility of the President of the Republic, among other attributions, to direct the general policy of the State, represent it, maintain the peace and internal security of the Republic, and issue agreements and decrees in accordance with the law.

Whereas the President of the Republic is in charge of the supreme direction and coordination of the centralized and decentralized Public Administration, the General Administration of the State, and may act on his own or in Cabinet of Ministers.

Whereas Article 5 of the Law of the Trust for the Administration of the Fund for the Protection and Security of the Population, contained in Legislative Decree Number 199-2011, published in "La Gaceta", Official Gazette of the Republic dated December 3, 2011, expressly establishes that the Trust shall have a Technical Committee that will be composed of a principal or their respective alternate, by a Director designated by the President of the Republic, a Director Designated by the Honduran Council of the Private Sector (COHEP), and a Director Designated by the National Forum of Convergence (FONAC), who have already expressly notified their designations for all corresponding legal purposes.

Whereas through Minutes No. 01-1-2017 of the National Forum of Convergence (FONAC) dated January 19, 2017, and published in the Official Gazette "La Gaceta" dated March 28, 2017, the new members of the Technical Committee of the Trust for the Administration of the Fund for the Protection and Security of the Population are elected, making it imperative to proceed with their formal integration through this administrative act.

Whereas the Constitution of the Republic recognizes Hondurans the right to adequate housing, for which the State must formulate and execute housing programs of social interest oriented to all sectors of the population.

Whereas the Right to Housing is a human right that must be enjoyed without any discrimination.

Whereas through Executive Decree in Cabinet of State Secretaries number PCM-024-2014 of May 30, 2014, the National Housing and Human Settlements Commission (CONVIVIENDA) was created, as the Institution responsible for setting norms and regulating the housing system in Honduras, under different mechanisms for housing solutions.

Whereas it is of paramount interest to the Government of the Republic to initiate actions conducive to the eradication of the housing problem and the conditions that prevent the existence of an environment suitable for the integral development of families living on the banks of rivers in different areas of the Sula Valley, whose inhabitants survive in conditions of extreme precarity that makes them highly vulnerable to risks of natural and social disasters.

Whereas to address the needs of families constituted in these communities it is necessary to create a product that contributes to improving their living conditions, providing them with spaces where they can settle in conditions consistent with their dignity as human beings.
