This decree creates the Unit for Payroll Control and Monitoring in the Finance Ministry to oversee and control public employee salaries, especially in Education and Health. The unit verifies that payments comply with regulations, updates salary records, prevents improper payments, and generates reports on payroll spending to ensure efficient use of public funds.

Considerations

Whereas Article 132 of the General Provisions of the General Budget of Income and Expenses of the Republic and of Decentralized Institutions for Fiscal Year 2011 instructs the Secretary of State in the Office of Finance to reactivate the function of control and monitoring of expenditures, for which purpose personnel dependent on said Secretary of State must be assigned to the Secretaries of State in the Offices of Health, Education, Public Works Transportation and Housing, Supreme Electoral Tribunal, National Registry of Persons, or any other public sector institution that circumstances warrant.

Whereas the Government of the Republic of Honduras, in order to achieve greater sustainability of public finances, deems it necessary to exercise strict control of the wage bill of the Central Administration with special emphasis on the areas of Education and Health, for which purpose it is necessary to effect a redistribution of tasks within the General Budget Directorate, with the purpose of analyzing and monitoring the process of personnel appointments and payments.

Whereas Article 145, third paragraph of the Constitution of the Republic establishes that the State shall preserve the adequate environment to protect the health of persons, and consequently, it constitutes an obligation of the State of Honduras to promote sustainable development, promote the protection and conservation of the environment, and ensure the rational exploitation of natural resources, for which purpose the review and updating of current legislation is necessary, as well as the formulation and issuance of specific policies in relation to resources derived from petroleum activities and their benefits for the country.

Whereas the current Hydrocarbon Law expressly establishes that it corresponds exclusively to the Executive Branch to formalize all principles and norms applicable to activities inherent to hydrocarbons, especially the conservation of deposits and administration of reserves, optimal utilization of hydrocarbons, and ultimately, to establish the policy of exploration or exploitation of Hydrocarbons, through the Secretary of State in the Office of Natural Resources and Environment, pursuing reasonable exploration and exploitation of hydrocarbons, associated with the formulation, coordination, and evaluation of policies for the conservation, defense, and improvement of the environment in the zones where exploration and exploitation of hydrocarbon activities will be carried out and the reuse of exploited zones for the benefit of the community.

Whereas it is imperative to issue a new legal instrument, which is already in the process of elaboration due to its priority, that contemplates the norms that order and provide, with modern sense, the exploration and exploitation of hydrocarbons in Honduras; that ensures equity, rational management, and optimal use of natural resources for the benefit of the State, without detriment to the right to a healthy environment of the Honduran population, for which reason the Government of the Republic, by means of
