This decree suspends during 2014 the requirement for public employees affiliated with INJUPEMP to make contributions deducted from their thirteenth and fourteenth month bonuses. It benefits state officials and employees who receive these bonuses, providing temporary financial relief.

Considerations

That by means of Decree No. 357-2013, dated January 20, 2014, the National Congress issued a new Law of the Institute of Retirements and Pensions of Employees and Officials of the Executive Branch (INJUPEMP).

That in the Law related in the preceding recital, the obligation is established for all members affiliated with INJUPEMP to contribute their contribution on the income of the Thirteenth and Fourteenth month of salary, which has been causing serious problems for public employees and officials.

That the Constitution of the Republic declares of public utility and necessity, the technical and rational exploitation of the natural resources of the Nation.

That the Forest Law Protected Areas and Wildlife establishes that the ICF is the executing entity of the national policy of conservation and forest development, protected areas and wildlife declares of national priority and general interest the rational and sustainable management of Forest Resources, Protected Areas and Wildlife.

That it is an attribution of the ICF to execute the activities of protection of national forests, due to the impact of forest fires, pests and forest diseases, being the control of forest pests a priority activity to maintain forest areas in good phytosanitary conditions since currently the national pine forest areas are the most vulnerable.

That the communities that inhabit within or in the surroundings of the forests carry out control activities, being mostly represented by agroforestry cooperatives, patronages, water boards, groups or forestry companies that mostly have management contracts.
