This law facilitates Honduras' receipt of international humanitarian aid during natural disasters, emergencies, and public calamities. It establishes simplified procedures for foreign organizations and states to deliver assistance, creates a coordination group among Honduran institutions, and grants facilities such as tax exemptions, fast-track visas, and expedited customs procedures to speed up the arrival of donations and relief personnel to affected populations.

Considerations

Whereas Article 59 of the Constitution of the Republic establishes that "The human person is the supreme end of society and the State", it is for this reason that everyone has the obligation to respect and protect it, being human dignity inviolable, guaranteeing the rights and freedoms constitutionally recognized.

Whereas climate change affects all countries worldwide, and few measures have been adopted and responsibly implemented by them to address disasters caused by climate change.

Whereas Honduras is one of the countries with the greatest vulnerability to the occurrence of natural disasters, however, the country lacks facilitating mechanisms for access and protocols of action, so that international humanitarian aid agents can provide effective assistance to Honduran citizens in times of disaster, emergency, humanitarian crisis, and public calamity, in national territory.

Whereas the country has suffered serious damage to its road infrastructure, as well as at the level of different economic sectors as a consequence of Tropical Storm ETA, affecting different departments and municipalities, bringing repercussions in the food and product distribution chains, with serious consequences to the health of the population, affecting in general the quality of life of thousands of Honduran families.

Whereas all necessary measures and mechanisms must be implemented to prevent the affectation or obstruction of the importation and entry of donations in the form of humanitarian assistance intended for the country and which are necessary to address the national emergency caused by Tropical Storm ETA.

Whereas in accordance with Article 205, Attribution 1) of the Constitution of the Republic of Honduras, it is the power of the National Congress: To create, decree, interpret, reform, and repeal laws.
