Honduras commits to the United Nations to facilitate rapid entry of humanitarian aid during disasters: it eliminates taxes and customs procedures for relief shipments, allows free import of medicines and food, and speeds up passage of emergency equipment. This benefits disaster victims and international rescue personnel.

Considerations

That on July 4, 2008, the State of Honduras executed the "Model Agreement between the United Nations and the Government of the Republic of Honduras on measures to expedite the import, export and transit of relief supplies and personal effects of members of relief teams in cases of disaster and emergency".

That pursuant to the provisions of articles 26, 27 and 46 of the Vienna Convention on the Law of Treaties, this, once in force, must be complied with in good faith by the parties and any of them may not invoke the provisions of their internal law as justification for non-compliance with a treaty even when consent has been manifested by disregarding the requirements of their own internal legislation.

That by virtue of the provisions previously indicated, the "Model Agreement between the United Nations and the Government of the Republic of Honduras on measures to expedite the import, export and transit of relief supplies and personal effects of members of relief teams in cases of disaster and emergency", forms part of Internal Law and it is necessary that it be made public knowledge in accordance with article 5 of the Civil Code.
