This law facilitates Honduras receiving international humanitarian aid during natural disasters, emergencies, or public calamities. It establishes procedures for foreign organizations and states to offer assistance, creates a coordinating working group, and grants customs and tax benefits to eligible aid providers to expedite the entry of emergency goods, equipment, and personnel.

Considerations

Whereas Article 59 of the Constitution of the Republic establishes that "The human person is the supreme end of society and of the State", for this reason all have the obligation to respect and protect it, being human dignity inviolable, guaranteeing rights and freedoms constitutionally recognized.

Whereas climate change affects all countries worldwide, with few measures having been adopted and responsibly implemented by them to address disasters caused by climate change.

Whereas Honduras is one of the countries with greater vulnerability to the occurrence of natural disasters, however, the country does not have facilitating mechanisms for access and protocols of action, so that international agents of humanitarian aid can provide effective assistance to Honduran citizens in times of disaster, emergency, humanitarian crisis and public calamity, in the national territory.

Whereas the country has suffered serious damage to its road infrastructure, as well as at the level of different economic sectors as a consequence of Tropical Storm ETA, affecting different departments and municipalities, bringing repercussions in the distribution chains of food and products, with serious consequences to the health of the population, affecting in general the quality of life of thousands of Honduran families.

Whereas all necessary measures and mechanisms must be implemented to prevent the affectation or obstruction of the importation and entry of donations in the concept of humanitarian assistance destined to the country and that are necessary to address the national emergency caused by Tropical Storm ETA.

Whereas in accordance with Article 205, Attribution 1) of the Constitution of the Republic of Honduras, it is the power of the National Congress: To create, decree, interpret, reform and repeal laws.
