Whereas through Decree No. 170-2016 dated December 15, 2016 and published in the Official Gazette "La Gaceta" on December 28, 2016, containing the Tax Code, which entered into force as of January 1, 2017.

Whereas in order to assist the population in reducing the cost of complying with their tax obligations, without this implying evasion of payment thereof and at the same time achieve more effective tax collection, it is necessary to implement mechanisms that encourage the population to pay their principal obligations, relieving them of the payment of monetary penalties for non-compliance or late compliance with their obligations.

Whereas an amnesty constitutes a pardon in favor of those to whom it applies or who request it and discriminatory treatment cannot be given if a tax obligor meets the objective and subjective elements to enjoy such benefit within the corresponding legal framework.

Whereas in accordance with Article 205 Attribution 1) of the Constitution of the Republic, it is the power of the National Congress: To create, decree, interpret, reform and repeal laws.
