This decree extends the National Hourly Employment Program until December 31, 2013. The program, created in 2010, aims to create dignified jobs, maintain employment positions, and reduce unemployment in Honduras, especially benefiting young people and small businesses during the economic crisis.

Considerations

That by means of Legislative Decree No. 230-2010 of November 4, 2010, the National Hourly Employment Program was approved as a Special Emergency Program of a temporary nature, in order to promote dignified employment, maintain existing jobs, prevent the increase of unemployment and underemployment rates in the nation, with the expansion of new work opportunities for the Honduran population, during times of economic crisis for the country.

That the entities responsible for the coordination, supervision and control of the Program report satisfactory results as a consequence of its implementation, given that it has allowed the generation of at least 157,014 jobs throughout the country, contributing to the reactivation of the economy of the most vulnerable companies in the country which are micro, small and medium enterprises (MSMEs) and impacting on population groups with the most employment problems, such is the case of the youth population.

That the current conditions of the economy and the labor market, and the open unemployment rate that the country presents, make it imperative to continue supporting the execution of programs and projects that, on the one hand, expand employment opportunities and access to work, and on the other, promote integrated economic reactivation, recognizing it as the most appropriate mechanism to energize and substantially expand the labor market and improve the living conditions of Hondurans.
