Summary
This law establishes regulations to prevent violence and intolerance in football stadiums and sports facilities in Honduras. It regulates the conduct of spectators, event organizers, and facility administrators, imposing security measures such as metal detectors and closed-circuit surveillance, and administrative penalties including fines, access bans, and community service for those who commit violations.
Considerations
Whereas the human person is the supreme purpose of society and the State and we are obligated to protect their physical integrity and their life.
Whereas in recent years, in sports facilities where football and other sports are played, violent incidents have been recorded, especially among some groups comprised of followers and supporters of sports clubs and organizations, a situation that has caused fans to withdraw and, more seriously, has affected the physical integrity and even the lives of persons.
Whereas it is necessary to establish legislation that allows for the prevention and eradication of violence and intolerance in sports facilities, guaranteeing the security of fans and of the protagonists and that allows authorities and personnel responsible for these events better organization and control.
Whereas sports events, such as football, other sports and other forms of entertainment and recreation, are activities of great importance for adults, youth and children, for which reason it is necessary that in their professional practice they transmit messages that contribute to the process of formation, discipline and education of families.
Whereas it is within the purview of the National Congress, in accordance with the Authority established in Article 205 of the Constitution of the Republic, to create, enact, interpret, reform and repeal laws.
