This law requires the Ministry of Education to create and implement an educational program called "Education for Life and Entrepreneurship" from third grade through high school. The program teaches students skills such as business creation, leadership, digital marketing, finance, and labor rights, supported by a complementary virtual platform to facilitate learning.

Considerations

Whereas the Constitution of the Republic establishes in Article 119 "The State has the obligation to protect children. Children shall enjoy the protection provided for in international agreements that safeguard their rights. Laws for the protection of children are of public order and official establishments intended for such purpose have the character of social assistance centers". Guaranteeing the adoption of international instruments that protect their universal rights.

Whereas the State of Honduras is a subscriber to International Treaties and Conventions, including the Sustainable Development Goals (SDGs); recognizing the close relationship between Sustainable Development Goal (SDG) 4 and Sustainable Development Goal (SDG) 8, which promotes decent work and economic growth, the importance of education that prepares people for a constantly changing labor market is highlighted, thus fostering the creation of sustainable employment and contributing to long-term economic and social development.

Whereas during the month of September in the year 2022, the National Children's Congress (CNI) was held at the facilities of the National Congress of the Republic, as a civic event of cultural, educational and democratic exchange, in the legislative sphere, for the Honduran child population, where the Child Congresspeople EDIS ANTONIO MONCADA and SULY YADIRA ANDRADE GUTIERREZ presented Law Initiatives in accordance with the needs of each of the eighteen (18) Departments represented.

Whereas quality and accessible education for all promotes equal opportunities and stimulates innovation, economic development and the construction of more inclusive and resilient societies, as well as recognizing the urgent need to adapt the educational system to the rapid advancement of digital technologies, which transforms the nature of work and the demands of the labor market.

Whereas it is crucial to promote policies and programs that facilitate the incorporation of new technologies and entrepreneurship at all levels of education and training, in order to promote the socioeconomic development of Honduras, increase global competitiveness and, ultimately, reduce the unemployment rate by providing individuals with the necessary skills to thrive in the twenty-first century labor market.

Whereas it is necessary to create an educational system that provides training in digital skills, critical thinking, problem-solving and teamwork, among other competencies, which would prepare people to participate actively and productively in an increasingly knowledge-based economy.

Whereas it is of utmost importance to adapt educational systems to provide the Honduran population with the skills necessary for employment, entrepreneurship and life in general in a world in constant change and increasingly digitalized. This involves not only access to education, but also the relevance and constant updating of knowledge and skills to adapt to the demands of the labor market and evolving society.

Whereas Article 205, Attribution 1) of the Constitution of the Republic, it is within the authority of the National Congress to: Create, decree, interpret, reform and repeal laws.
