Additionally, Article 69 of our Magna Carta establishes that the human person is the supreme purpose of society and the State. All have the obligation to respect and protect it.

Whereas the Constitution of the Republic in its Article 328 establishes that the Economic System of Honduras is founded on the principles of: efficiency in production and social justice, distribution of wealth and national income, as well as in the harmonious coexistence of the factors of production that make possible the dignification of work as the principal source of wealth and as a means of realizing the human person.

Whereas the disproportionality of economic resources between common or organized criminality, and the institutions of the Security and Justice sector makes it imperative the necessity to urgently expand the budgetary availability of the entities responsible for the prevention and combat of crime.

Whereas the responsibility of the State of Honduras is articulated with the social commitment of the strategic actors of Honduran society, in a joint effort for the construction of a better Country in accordance with what is established in the Country Vision - National Plan.

Whereas in conformity with Article 205, numeral 1) of Decree 131 dated January 11, 1982, of the Constituent National Assembly that contains the Constitution of the Republic, it is the authority of the National Congress to create, enact, interpret, reform and repeal laws.
