This law creates a legal framework to ensure all Hondurans have access to nutritious food in sufficient quantity and quality. It establishes a National Council for Food and Nutritional Security that coordinates actions among government, businesses, and civil society, prioritizing vulnerable groups such as children and the poor.

Considerations

Whereas the Constitution of the Republic of 25-2011 establishes that the human person is the supreme end of society and the State. All have the obligation to respect it, protect it and, it expressly recognizes, moreover, the right that the Honduran population has to enjoy adequate conditions of economic and social well-being, establishing in turn the obligation of the State to ensure its achievement.

Whereas food and nutritional insecurity affects a significant percentage of the Honduran population, excluding the enjoyment and benefit of access, consumption and conditions for the adequate biological utilization of food in the quantity and quality necessary to enjoy a dignified standard of living, affecting their possibilities of achieving an adequate level of development.

Whereas the State of Honduras is a signatory to International Treaties in which it assumes and recognizes the need to consolidate, harmonize, align and multiply actions in Food and Nutritional Security.

Whereas the Law for the Establishment of a Vision of Country and the Adoption of a Plan of Nation for Honduras, establishes as objectives and goals of national priority, the achievement of a Honduras without extreme poverty, educated and healthy, for which it organizes and structures a process of planning the economic, political and social development with broad participation of civil society, seeking that it be inclusive and participatory.

Whereas by initiative of the Forum of Presidents of Legislative Powers of Central America and the Caribbean (FOPREL) through its Pro-Tempore President, 2010 - 2011, the Interparliamentary Commission on Social Cohesion and the Fight Against Poverty was named, for the approval of the Law of Food and Nutritional Security.

Whereas it is necessary to provide the actions of Food and Nutritional Security with an integrated regulatory legal framework within the new development model in order to improve the efficacy and efficiency of interventions to ensure the full exercise of the Human Right to adequate food of the Honduran population, in accordance with the principles and standards of Human Rights.

Whereas the social cost of a malnourished population, especially in childhood, limits the potential of its physical and mental development and generates men and women with limitations to contribute their maximum productive capacity to the economy and development of the country.

Whereas in accordance with Article 205, numeral 1) of the Constitution of the Republic, it is the attribution of the National Congress to create, decree, interpret, reform and repeal the laws.
