This agreement updates Honduras' airport security training program so that all public and private airport employees receive standardized instruction on flight protection and crime prevention. It is mandatory for all airport institutions and is executed by the Airport Security Division.

Considerations

Whereas the National Directorate of Investigation and Intelligence has as its purpose to develop investigation and strategic intelligence activities to protect the rights and freedoms of citizens and residents in the country, prevent and counteract internal or external threats against constitutional order and execute public policies in matters of defense and security established by the National Defense Council.

Whereas the President of the Republic in Council of State Secretaries by means of Executive Decree No. PCM-053-2014 dated twenty-two (22) of August of two thousand fourteen (2014), published in "La Gaceta", Official Gazette of the Republic on the twenty-fifth (25) of August of two thousand fourteen (2014), ratified Agreement No. DNII-008-2014 issued by the National Directorate of Investigation and Intelligence (DNII) by which the Division of Airport Security (DSA) was created whose mission is to conduct special surveillance, control, inspection, search and interdiction operations, with the purpose of identifying and combating the commission of crimes in airport activities, as well as, preventing acts of unlawful interference and irregularities in the processes of national and international civil aviation in order to neutralize their effects on the security of the State and of persons within the unrestricted respect for Law and Human Rights. CONSIDERING. That the State of Honduras has signed and ratified the International Civil Aviation Convention and its Annexes, within which is found Annex 17 which incorporates the standards and measures for the protection of international civil aviation against acts of unlawful interference that must be adopted by contracting States; which contains the provisions that prescribe the compliance of these States to prepare and execute a National Instruction Program for Civil Aviation Security for the personnel of all entities that participate in or are responsible for the application of the various aspects of the National Civil Aviation Security Program.

Whereas by means of Agreement No. DNII-002-2017 dated fifteen (15) of June of two thousand seventeen (2017), this National Directorate of Investigation and Intelligence (DNII) determined to reform the NATIONAL CIVIL AVIATION SECURITY PROGRAM (PNSAC) in accordance with the proposal presented by the Division of Airport Security (DSA) dated eight (08) of June of two thousand seventeen (2017).

Whereas the NATIONAL CIVIL AVIATION SECURITY PROGRAM (PNSAC) establishes that it is within the authority of the DIVISION OF AIRPORT SECURITY (DSA) to develop, apply, review and keep updated the National Instruction Program for Civil Aviation Security (PNISAC) and propose it for approval to the National Directorate of Investigation and Intelligence (DNII); under this precept it has presented the reform of certain provisions contained in the current National Instruction Program for Civil Aviation Security; for better applicability and effectiveness of the PNSAC.

Whereas having analyzed the arguments presented by the Chief of the Division of Airport Security (DSA) it is necessary to effectuate the proposed reforms so that the State of Honduras has an updated, modern and effective normative framework to ensure proper selection and instruction of personnel in charge of aviation security.
