This law reforms Honduras' Social Protection System to expand the benefits of the Social Protection Floor, including basic income, scholarships, and services for children with disabilities. It benefits poor and vulnerable people by progressively guaranteeing access to health services, medical care, and social protection based on actuarial studies.

Considerations

Whereas social security is an instrument of the State in service of Social Justice, which has the purpose of guaranteeing the human right to health, medical assistance, protection of means of subsistence, and social services, necessary for the achievement of individual and collective welfare, which shall be applied in a gradual and progressive manner based on actuarial studies conducted for such purpose.

Whereas by means of Decree No. 56-2015 dated May 21, 2015, the FRAMEWORK LAW OF THE SOCIAL PROTECTION SYSTEM was approved.

Whereas in Article 7 of Decree No. 56-2015, the regime of the "Social Protection Floor" by its acronym SPF is created, which is the non-contributory pillar that guarantees access to essential services and social transfers with emphasis on the poorest and most vulnerable persons. Its approach incorporates the universal extension of social protection, but giving budgetary preference to the care of the population in situations of poverty and high vulnerability.

Whereas the Social Protection Floor (SPF) constitutes the progressive platform for solidary social development and includes and is the starting point to build the universalization, inclusion, and fulfillment of the rights to social development of the population; being furthermore, a measure to gradually build the achievement of contributory forms, leading to successive regimes of social protection.

Whereas March 15 commemorates International Consumer Day.

Whereas it is the duty of the National Congress to protect the individual or collective interests of consumers in the terms established by Law.

Whereas it is within the competence of the National Congress in accordance with Article 205 Attribution 1) of the Constitution of the Republic: To create, decree, interpret, reform, and repeal laws.
