That the Constitution of the Republic establishes that the State exercises sovereignty and jurisdiction, among others, in the territorial sea, contiguous zone, exclusive economic zone and continental shelf, without disregarding legitimate rights of other States on the basis of reciprocity that promotes human solidarity where its dominion is inalienable and imprescriptible.

That the State of Honduras is party to the Constitutive Convention of the International Maritime Organization (IMO), since August 23, 1959; and in order to comply with the obligations set forth in the International Maritime Conventions subscribed and ratified by our country, said Organization has recommended formulating and implementing criteria and mechanisms that commit the different authorities that have competence in the maritime subsector and, in this order, it is imperative and urgent to establish a Maritime Strategy for the Republic of Honduras with the purpose of coordinating and monitoring all activities developed within the framework of the implementation of the Mandatory Instruments of the International Maritime Organization (IMO).

That the Republic of Honduras is a State party to the United Nations Convention on the Law of the Sea (UNCLOS), which, among other things, establishes the rights and obligations regarding the status of Flag State, Coastal State and Port State Authority.

That the General Directorate of the Merchant Marine of Honduras is in charge of the administration, control and coordination of all activities that the law grants it, one of its attributions being to comply with and enforce the Constitution of the Republic, the international maritime conventions of which Honduras is a party, among others, its regulatory framework, as well as the legal and regulatory provisions that relate to its purpose.

That maritime activity has a significant impact on national economic development, to such a level that today it is important that there be a close relationship between the participants linked to this activity, with a strategic vision for the future that generates results for the benefit of the Republic of Honduras.
