Summary
This agreement transfers all assets, funds, and budget that the former Secretariats of Justice and Human Rights, and Interior and Population previously had to the newly merged Secretariat of Human Rights, Justice, Governance and Decentralization. The government must inventory these assets and notify the Ministry of Finance.
Considerations
That the President of the Republic is responsible for the supreme direction and coordination of the centralized and decentralized Public Administration.
That the State Secretariat in the Offices of Justice and Human Rights, and the State Secretariat in the Offices of Interior and Population were merged by Legislative Decree number 266-2013 published in the Official Gazette "La Gaceta" on January 23, 2014, forming what is now the State Secretariat in the Offices of Human Rights, Justice, Governance and Decentralization.
That the President may reassign by Executive Decree the assets assigned to the entities, all assets, liabilities and the budgetary execution of the organs or departments of the Public Administration that are eliminated.

Que los bienes, los activos, pasivos y la ejecución presupuestaria, que anteriormente estaban adscritos a las Desaparecidas Secretarías de Estado en los Despachos de Justicia y Derechos Humanos y la Secretaría de Estado en los Despachos de Interior y Población o de cualquier otra dependencia que se incorpore o adhiera o fusione, sean reasignados a la ahora Secretaría de Estado en los Despachos de Derechos Humanos Justicia Gobernación y Descentralización, debiendo hacer el respectivo inventario de bienes.
Notificar dicha reasignación a la Secretaría de Estado en el Despacho de Finanzas y a la Dirección General de Bienes Nacionales.
