Summary
This law creates the National Diabetes Institute (INADI) as a public entity with its own budget to research, prevent, and treat diabetes in Honduras. The institute will provide diagnosis, comprehensive treatment, preventive education, and health campaigns to reduce this disease that causes many deaths in the country.
Considerations
Whereas the Constitution of the Republic in its Article 145 recognizes the right to protection of health and the duty to promote its preservation by applying consistent and timely policies and executing plans.
Whereas the Law of Public Administration includes provisions for the creation of decentralized entities, including public institutes, with functional and administrative independence and exclusive competence to guarantee the satisfaction of public needs.
Whereas Diabetes disease ranks among the first ten (10) causes of clinical consultation and related mortality in the population, as it creates a condition that leads to the development of other diseases or ailments and timely prevention and detection prevents these medical sequelae from occurring, including chronic renal insufficiency.
Whereas it corresponds to the National Congress the constitutional power to create, enact, reform, repeal, and interpret laws.
Whereas by Legislative Decree No. 230-2010 of November 4, 2010, the National Hourly Employment Program was approved as a Special Emergency Program of a temporary nature, to preserve existing sources of employment, prevent increases in unemployment and underemployment rates in the Honduran population during moments of economic crisis.
Whereas the entities responsible for the coordination, supervision, and control of the Program report satisfactory results as a consequence of its implementation, having permitted the generation of at least 157,014 jobs throughout the country, contributing to the reactivation of the country's economy through Micro, Small and Medium Enterprises (MIPyMES) operating in population centers with the most serious employment problems, as is the case with the youth population.
Whereas the current conditions of the economy and labor market, and the open unemployment rate that the country presents, make it imperative to continue supporting the execution of programs and projects that, on one hand, broaden employment opportunities and, on the other, promote economic reactivation of work and integrated economic reactivation, recognizing this as the most appropriate mechanism for dynamizing and substantially broadening the labor market and improving the living conditions of Hondurans.
