This law establishes the legal framework for the Honduran State to coordinate and implement social public policies focused on reducing poverty and protecting vulnerable groups. It creates the National Council for Coordination of Social Policies (CONCAPS) as the governing body, assigns responsibilities to the Social Development Secretariat, and defines principles such as equity, solidarity, and citizen participation to improve the population's living conditions.

Considerations

Whereas, in accordance with Article 59 of the Constitution of the Republic, the human person is the supreme purpose of society and the State.

Whereas, human rights are attributes of every person and inherent to their dignity, and the State has the duty to respect and guarantee them.

Whereas, it is imperative and pressing to establish a new legal, institutional, and public policy framework in social matters, in accordance with the purposes and objectives of the Law for the Establishment of a Vision of Country and the Adoption of a Plan of Nation for Honduras.

Whereas, by means of Decree No. 193-2009 dated September 11, 2009, Articles 28 and 29 of the General Law of Public Administration were reformed, creating the State Secretariat of the Office of Social Development including its competence in social matters and poverty reduction, making it necessary to create the legal framework that regulates public policies in social matters.
