This law promotes and regulates volunteering in Honduras, allowing citizens to work voluntarily in nonprofit organizations to contribute to the country's development. It establishes rights and duties for volunteers, creates the National Volunteering Council (CONAVOL) to coordinate these activities, and prohibits volunteer work from replacing paid employment.

Considerations

Whereas Don Pascual Chávez Villanueva is an example of a brilliant priestly career, maintaining the unity of the congregation and being an example of humanization for our fellow citizens, especially for our youth, in need of good examples in a world of complex manifestations of violence and conflict.

Whereas it is the responsibility of the National Congress to declare honors, especially for relevant services rendered to humanity and in particular to the nation, through the Salesian Community in Honduras.

Whereas the contribution of volunteerism as an activity and its practitioners, male and female volunteers, is becoming increasingly important in the country's development programs, as well as in circumstances of local, departmental, and national emergencies.

Whereas it is imperative to establish regulations that promote volunteerism, encourage the activity of male and female volunteers, expedite the recognition of the exercise thereof, both for its greater effectiveness and for the expediting of foreign cooperation.

Whereas at the international level the importance of volunteerism is increasingly greater, with the establishment of diverse institutions for its worldwide expansion, as a consequence of the celebration by the United Nations in the year 2001 of the International Year of Volunteers and Volunteerism, thereby underscoring their protagonism.

Whereas the State is obliged to strengthen the participation of citizens through committed volunteerism in defending the interests of persons and groups in situations of greater vulnerability, and in contributing democratically to improving the quality of life of other members of the national community.

Whereas the Nation Plan includes among its guiding principles for development solidarity and equity as criteria for state intervention.

Whereas it is the responsibility of the National Congress to create, decree, interpret, reform, and repeal laws.
