Whereas Honduran society demands an approach to responsible public management, transparent and oriented toward results, especially in the prioritization of social investments that address the deterioration in the provision of basic needs registered in recent years;

Whereas it is socially unjustifiable to maintain a State asset of high operational cost that does not fulfill a strategic function at a time when the provision of essential services such as health, education, nutrition and drinking water is insufficient for a significant percentage of the population;

Whereas in accordance with Article 205, Attribution 1) of the Constitution of the Republic, it is the authority of the National Congress: To create, enact, interpret, reform and repeal laws.

Whereas the Constitution of the Republic of Honduras establishes in its Article 59 that, "The human person is the supreme purpose of society and the State". All of us have the obligation to respect and protect it. The dignity of the human being is inviolable.

Whereas Article 151 of the Constitution of the Republic establishes that, "Education is an essential function of the State for the conservation, promotion and dissemination of culture, which must project its benefits to society without discrimination of any kind".

Whereas currently the National Autonomous University of Honduras (UNAH) has coverage in eight (8) departments at the national level, being the departments of Gracias a Dios, Lempira, Valle, La Paz, Intibucá, Colón, Ocotepeque, Santa Bárbara and Yoro, those that do not have the fortune of having a State university center to meet the population's educational needs.
