- Decree: 37-87
- Published: January 1, 1987
- Issuing body: Congreso Nacional
- Category: Financial & Tax
Summary
This law creates Export Processing Industrial Zones (ZIP), private areas where manufacturing companies can produce and export without paying taxes or tariffs. It benefits investors and job creators by allowing duty-free imports of raw materials and tax-free exports of finished products, aimed at attracting foreign investment and massively creating jobs in Honduras.
Considerations
Whereas it is the responsibility of the Government of the Republic to promote, through appropriate legislation, the creation of employment.
Whereas Export Processing Industrial Zones (EPIZ), under private administration in countries with economic conditions similar to those of Honduras, have proven to be an effective mechanism in the massive creation of employment, contributing to diversifying the industrial base, generating rapid growth and greater indirect employment in the economy.
Whereas Honduras must urgently join this group of countries by developing Export Processing Industrial Zones (EPIZ), in order to achieve the creation of large-scale permanent employment, for which it must compete efficiently with other countries, providing the services and incentives required by foreign manufacturers and investors, taking advantage of its geographical position in the Central American and Caribbean area and the experience of other States.
Whereas there is consensus among the most representative organizations of the business sector grouped in the Honduran Council of Private Enterprise (COHEP); among organized workers, grouped in the General Workers' Center (CGT) and Confederation of Workers of Honduras (CTH); regarding the benefits that the creation of Export Processing Industrial Zones (EPIZ) would bring to national development.
