Summary
This law grants amnesty until December 31, 2018 to citizens who own unregistered commercial firearms, allowing them to regularize their situation without penalties. It aims to strengthen gun control in the country, reduce crime, and improve public safety through more complete registration.
Considerations
Whereas the regulation concerning firearms and explosives is contained in the Law for the Control of Firearms, Ammunition, Explosives and Similar Items, approved by Decree No. 20-2000, dated April 11, 2000.
Whereas there currently exist a large quantity of commercial-use firearms whose owners have not complied with their corresponding registration, and proper firearms control strengthens security conditions, reduces criminality, and contributes to measures for the prevention of violence.
Whereas a system for the control of firearms will be effective when, acting as an instrument of State policy, it protects oversight throughout the entire national territory and registers the greatest quantity of existing firearms, in order to achieve better quality in its controls.
Whereas it is the duty of this National Congress to create mechanisms that lead to improving citizen security in our country; in this case, through an amnesty for the registration of commercial-use firearms.
Whereas in accordance with Article 205, Subsection 1) of the Constitution of the Republic, it is the authority of the National Congress to: create, decree, interpret, reform, and repeal laws.
