This decree establishes the General Directorate of National Assets under the Finance Ministry to register, control, and manage all state property (land, buildings, money, and cultural assets). It affects all public institutions and citizens requiring transactions with state property, improving the organization and recovery of government assets.

Considerations

Whereas, in accordance with the Constitution of the Republic, all movable and immovable property of the State, its active credits, liquid assets, fiscal and cultural property form part of the Public Treasury.

Whereas it is in the national interest to introduce reforms in the System of Administration of National Property, which makes necessary the creation of a specialized public entity within the Secretariat of State in the Office of Finance, which assumes the functions of registration, control and administration thereof, a function that has been performed in a limited manner by the General Accounting Office of the Republic, which due to its multiple occupations has not been able to implement the System of Registration and Identification of Property.

Whereas the Secretariat of State in the Office of Finance exercises superintendence over movable and immovable property of the Public Sector, through the General Accounting Office of the Republic.

Whereas the level of internal public debt has reached considerable levels, which prevented the State from fulfilling its debt service obligations without affecting priority spending dedicated to investment and social sectors, which is due to the financial crisis affecting public finances.

Whereas to balance public finances it is necessary to resort to options that allow substituting short-term internal debt at high interest rates with long-term external debt at favorable interest rates.
