Articles
Purpose of the Regulation: To support the proper organization, powers, and functioning of the Advisory Council of Former Presidents of the Civil Engineers College of Honduras (CICH), recognizing it as a high-level advisory body composed of Former Presidents of the Board of Directors, whose experience, exercised collegially, contributes to the institutional and professional strengthening of the College.
Nature of the Advisory Council: The Advisory Council of Former Presidents is an honorary, technical, and strategic body, whose primary function is to issue opinions, recommendations, and proposals on matters relevant to the institutional development of the CICH. It shall have a permanent character, by virtue of institutional recognition of the trajectory of its members, and its functioning shall be subject to convocations made in accordance with the needs of the College. Chapter II: Composition and Designation
Integration: The Advisory Council of Former Presidents shall be composed exclusively of Former Presidents of the CICH who have served in the position regularly and concluded their term in accordance with the Organic Law and the Regulations of the CICH. Notwithstanding the foregoing, the Board of Directors may invite, on an honorary and non-permanent basis, professional members who have demonstrated an outstanding trajectory in professional, academic, or technical matters, whose contribution is considered to be of high institutional value. These incorporations must be approved by internal resolution of the Board of Directors and shall not generate rights of permanent membership in the Council.
Designation and Recognition: The General Assembly, through the Board of Directors, shall formally recognize the Former Presidents as members of the Advisory Council by means of an internal resolution. The convocation of Council sessions shall be governed by the provisions established in Chapter IV of this regulation.
Voluntary Participation: Participation in the Advisory Council of Former Presidents shall be voluntary and honorary, and shall not generate any economic or administrative rights. The invitation to join shall be extended by the Board of Directors through written communication addressed to each Former President. The recipient must notify their acceptance in writing within a maximum period of ten (10) business days after receiving the invitation. Failure to respond within the established period shall be presumed to be a lack of interest in participating, rendering the invitation null and void and preventing their incorporation into the Advisory Council of Former Presidents. Notwithstanding the foregoing, the Former President may request their incorporation at a later date, subject to approval by the Board of Directors.
Duration of Participation: Participation in the Advisory Council of Former Presidents shall be of indefinite duration, in recognition of the honorary and permanent character of the Former Presidents of the CICH. Notwithstanding the foregoing, the Board of Directors may suspend or limit the participation of a member when there exists prolonged inactivity, express resignation, conflict of interest, or any other cause that affects the proper functioning of the Council. Members may request their voluntary withdrawal at any time, through written communication addressed to the Board of Directors. Likewise, temporary or permanent suspension in the exercise of the profession shall be an immediate cause for suspension or termination of participation in the Advisory Council of Former Presidents, without need for an express resolution, and the Board of Directors must notify the affected member of such situation. In the event of professional rehabilitation, the member may request their reincorporation into the Advisory Council of Former Presidents, which shall be evaluated and decided by the Board of Directors in accordance with the principles of suitability, availability, and institutional contribution.
Functions of the Advisory Council of Former Presidents:
- 1)
