This reform expands who can execute projects to generate supplementary income in poor rural and urban areas of Honduras. It now allows municipalities, construction companies, NGOs, and civil associations to work directly with the government, not just state institutions. It aims for more vulnerable families to receive at least 120 days of paid work per year in projects that improve their communities.

Considerations

Whereas the Constitution of the Republic establishes that the human person is the supreme purpose of society and it is the function of the State to promote and facilitate access to public services related to health, in order to improve sanitary conditions and the quality of life of persons.

Whereas by Legislative Decree No. 107-2010, dated July 29, 2010 and published in the Official Gazette "La Gaceta" on August 21, 2010, in its Edition No. 32,296, the Law on Supplementary Income in Rural and Urban-Marginal Areas was approved.

Whereas the Law on Supplementary Income in Rural and Urban-Marginal Areas has as its purpose to declare of national priority the supplementation of income for the population of rural and urban-marginal areas of the country, through the execution of projects that foster improvement in their living conditions; the improvement of the natural resource bases in the benefited areas; and conservation of the environment and the reduction of vulnerability to natural disasters, the improvement of food security, the creation of new capacities and sustainable economic development in communities, with the further purpose of protecting and improving the income level of persons.

Whereas the effective implementation of the Law on Supplementary Income in Rural and Urban-Marginal Areas requires the inclusion of more actors as executing entities of projects, which demands reforming the Law in such a manner that it is adapted to the current conditions of the country, allowing said reform to give this Law the effectiveness that is sought.

Whereas Article 205 Attribution 1) of the Constitution of the Republic establishes that it is the power of the National Congress to: Create, decree, interpret, reform and repeal laws.
