Whereas in accordance with Article 205, Attribution 1) of the Constitution of the Republic, it is within the authority of the National Congress to create, decree, interpret, reform, and repeal laws.
Whereas the Constitution of the Republic establishes in its Article 174 that the State shall promote the interest in and practice of physical culture and sports.
Whereas the distinguished participation of Honduran men and women who engage in sporting activities contributes to reaffirm the cultural identity of the nation and to elevate the image and values of the homeland.
Whereas the citizen ROLANDO PALACIOS has consistently conducted important and commendable sporting activity.
