Summary
This law grants Fundación Teletón Honduras the exclusive and permanent right to organize and manage games of chance such as sports betting, electronic bingo, and other lotteries. Revenue generated will fund physical and psychological rehabilitation for people with disabilities. The Comptroller General oversees the use of these funds.
Considerations
Whereas the Fundación Teletón Honduras and the Institute of Society and the State are in the undeniable necessity of accomplishing and promoting such institution, being a provision that is most needed.
Whereas the Fundación Teletón Honduras is a private institution, not-for-profit, which is established in this city, dependent upon the Secretary of State for the Offices of Governance and Justice, by means of Resolution No. 341 of December 14, 1987, created for an indefinite period and whose principal objective is the physical and psychological rehabilitation of the citizen when, due to special circumstances, they acquire physical limitations.
Whereas the activity developed by the Fundación Teletón Honduras in its operations and public benefit activities is permanent, rational, and scientific, when due to special circumstances individuals acquire physical limitations.
Whereas to maintain the institution Fundación Teletón Honduras and to continue in a permanent and stable manner its operations, it is appropriate that the State grant it a lifetime economic concession derived from the gambling activity known as Sports Betting and its related games such as Electronic Television Bingo, Wheel of Fortune, and other similar games permitted by law, so that with its proceeds it may contribute to the fulfillment of its mission.
Whereas the Organic Law of the General Comptroller of the Republic enacted in 1950 does not respond to the dynamics of modernization of its internal control systems and the institutionalization of its public functions, in accordance with the citizen guarantees established in the Constitution of the Republic, the General Law of Public Administration, and the Complementary Law.
Whereas it is of national interest that the activity of the General Comptroller of the Republic be developed within a normative framework based on the principles of economy and simplicity in Governance and Justice, by means of Resolution No. 342 of December 14, 1987, created for an indefinite period and whose principal objective is the physical and psychological rehabilitation of the citizen when, due to special circumstances, they acquire physical limitations.
Whereas the entity Fundación Teletón Honduras does not receive permanent support from the State, except for the occasional assistance that, together with donations and contributions from private enterprise and the Honduran people, has permitted it until now to sustain and maintain its operations and activities for the benefit of disabled persons.
Whereas to maintain the institution Fundación Teletón Honduras and to continue in a permanent and stable manner its operations, it is appropriate that the State grant it a lifetime economic concession derived from the gambling activity known as Sports Betting and its related games such as Electronic Television Bingo, Wheel of Fortune, and other similar games permitted by law, so that with its proceeds it may contribute to the fulfillment of its mission.

EL CONGRESO NACIONAL,
CONSIDERANDO: Que la Fundación Teletón Honduras y el Instituto de la Sociedad y del Estado que todos estamos en la indudible necesidad de realizarla y propugnarla, siendo un disposición que más necesitan.
CONSIDERANDO: Que la Fundación Teletón Honduras es una institución de carácter privado, sin fines de lucro, que tiene asiento en esta ciudad, dependiente de la Secretaría de Estado en los Despachos de Gobernación y Justicia, mediante Resolución No 341 del 14 de diciembre de 1987, creada por tiempo indefinido y cuya principal finalidad es la rehabilitación física y psicológica del ciudadano, cuando por circunstancias especiales adquieren limitaciones físicas.
CONSIDERANDO: Que la actividad desarrollada por la Fundación Teletón Honduras en sus operaciones y actividades de beneficio público, es permanente, racional y científica, cuando por circunstancias especiales adquieren limitaciones físicas.
CONSIDERANDO: Que para mantener la institución Fundación Teletón Honduras y de continuar en forma permanente y estable sus operaciones, es procedente que el Estado le otorgue una concesión económica vitalicia producto del juego de azar conocido como el Pronóstico Deportivo y sus juegos conexos como el Bingo Televisivo Electrónico, Rueda de la Fortuna y otros similares permitidos por la ley, para que con su producto pueda conducivar al sé "intento de la misma.
POR TANTO,
DECRETA:
Artículo 1.-Créase el Pronóstico Deportivo y sus juegos conexos: Bingo Televisivo Electrónico, Rueda de la Fortuna y otros similares permitidos por la ley, como un sistema de juegos de azar, los cuales se le otorgan en calidad de concesión, económica vitalicia a la Fundación Teletón Honduras.
Artículo 2.-La organización, operación y administración del Pronóstico Deportivo y sus juegos conexos, estará a cargo de la Fundación Teletón Honduras, cuyo producto servirá para el sostenimiento de las operaciones y actividades de la misma, facultándola para que cuando lo estime conveniente, coopere económicamente con otras entidades de similares finalidades y con instituciones deportivas.
Artículo 3.-Las operaciones y administración de los fondos de la Fundación Teletón Honduras, provenientes del Pronóstico Deportivo y sus juegos conexos, quedarán sujetas a la intervención a posteriori de la Contraloría General de la República.

DECRETO NUMERO 224-93
EL CONGRESO NACIONAL,
CONSIDERANDO: Que la Ley Orgánica de la Contraloría General de la República unida en 1950, no responde a la dinámica de modernización de sus sistemas de control interno e de la institucionalización de sus funciones públicas, conforme a las garantías ciudadanas establecidas en la Constitución de la República, la Ley General de la Administración Pública y la Ley Complementaria.
CONSIDERANDO: Que es de interés nacional que la actividad de la Contraloría General de la República, se desarrolle en un marco normativo basado en los principios de economía, simplici-
Gobernación y Justicia, mediante Resolución Nº 342 del 14 de diciembre de 1987, creada por tiempo indefinido y cuya principal finalidad es la rehabilitación física y psicológica del ciudadano, cuando por circunstancias especiales adquieren limitaciones físicas.
CONSIDERANDO: Que la entidad Fundación Teletón Honduras no recibe apoyo permanente de parte del Estado, salvo las ayudas eventuales que junto a los donantivos y contribuciones de la empresa privada y del pueblo hondureño, la han permitido hasta ahora, sostener y mantener sus operaciones y actividades en beneficio de las personas discapacitadas.
CONSIDERANDO: Que para mantener la institución Fundación Teletón Honduras y de continuar en forma permanente y estable sus operaciones, es procedente que el Estado le otorgue una concesión económica vitalicia producto del juego de azar conocido como el Pronóstico Deportivo y sus juegos conexos como el Bingo Televisivo Electrónico, Rueda de la Fortuna y otros similares permitidos por la ley, para que con su producto pueda conducivar al sé "intento de la misma.
POR TANTO,
DECRETA:
Artículo 1.-Críase el Pronóstico Deportivo y sus juegos conexos: Bingo Televisivo Electrónico, Rueda de la Fortuna y otros similares permitidos por la ley, como un sistema de juegos de azar, los cuales se le otorgan en calidad de concesión, económica vitalicia a la Fundación Teletón Honduras.
Artículo 2.-La organización, operación y administración del Pronóstico Deportivo y sus juegos conexos, estará a cargo de la Fundación Teletón Honduras, cuyo producto servirá para el sostenimiento de las operaciones y actividades de la misma, facultándola para que cuando lo estime conveniente, coopere económicamente con otras entidades de similares finalidades y con instituciones deportivas.
