Summary
This official agreement approves six strategic guidelines to improve the professional practice of future teachers in Honduras. Educational institutions must apply these guidelines to strengthen the quality of teacher training, from connecting students with real schools to developing innovative and critical skills in trainee teachers.
Considerations
Whereas through Article 28 of the Fundamental Education Law, the National Council of Education is created as the body responsible for monitoring national education policy and articulating horizontally and vertically the National Education System.
Whereas under the Strategic Plan of the Education Sector 2018-2030, the National Council of Education promoted the Teacher Professional Development policy, which was approved by it on the fifteenth of November of the year 2021, as appears in the minutes of ordinary session CNE-003-2021, the policy in reference establishes in its results framework the promotion of the Strategic Guidelines for Innovation and Improvement of the Teacher Practicum.
Whereas there is abundant evidence that the Practicum Professional Practice is a key factor for improving the quality and equity of learning in students of all types, levels, and educational modalities. For this to be achieved, it is essential that the Practicum also be of the highest possible quality, relevance, and equity. Considering also that the Practicum has a pedagogical dimension that is essential and that it also has other dimensions such as social, technical, financial, ethical, and organizational, among others.
Whereas the Strategic Guidelines for Innovation and Improvement of the Teacher Practicum were developed by the National Council of Education through its Technical Secretariat, with the support of CEA-Esperanza Honduras and the involvement of national and international experts who supported the group of national consultants.
Whereas the Strategic Guidelines for Innovation and Improvement of the Teacher Practicum are recognized as elements of the highest level of the Organizational Strategy, whose purpose is to align the behavior of all members of the organization toward a shared horizon and vision.
Whereas the national education policy decisions defined by the National Council of Education shall be endorsed by the Presidency of the Republic through executive agreement.
Whereas the National Council of Education is the highest decision-making body for national education policy; its purpose is to develop and monitor education policy, articulate horizontally and vertically the National Education System, and coordinate education reform in the Country.
Whereas through Executive Agreement 033-2021, dated August 16 of the year 2021, delegation of functions of the President of the Republic in the National Council of Education (CNE) was delegated to Mr. Arnaldo Bueso Hernández, Secretary of State in the Office of Education.

Consejo Nacional de Educación ACUERDO EJECUTIVO No. CNE-003-2021 EL PRESIDENTE CONSTITUCIONAL DE LA REPÚBLICA CONSIDERANDO: Que mediante el artículo 28 de la Ley Fundamental de Educación se crea el Consejo Nacional de Educación como el órgano responsable de dar seguimiento a la política educativa nacional, de articular horizontal y verticalmente el Sistema Educativo Nacional. CONSIDERANDO: Que en el amparo del Plan Estratégico del Sector Educativo 2018-2030, el Consejo Nacional de Educación impulsó la política de Desarrollo Profesional Docente, misma que fue aprobada por éste en fecha quince de noviembre del año 2021, según consta en acta de sesión ordinaria CNE-003- 2021, la política en referencia establece en su marco de resultados impulsar los Lineamientos Estratégicos para la Innovación y Mejora del Prácticum Docente. CONSIDERANDO: Que existen abundantes evidencias, que el Prácticum Práctica Profesional, es un factor clave para la mejora de la calidad y equidad de los aprendizajes en los estudiantes de todos los tipos, niveles y modalidades educativas. Para ello es fundamental que el Prácticum sea también de la mejor calidad, pertinencia y equidad posibles. Considerando también que el Prácticum tiene una dimensión pedagógica que es esencial y que tiene además otras dimensiones tales como social, técnica, financiera, ética y organizacional entre ellas. CONSIDERANDO: Que los Lineamientos Estratégicos para la Innovación y Mejora del Prácticum Docente, fueron construidos desde el Consejo Nacional de Educación a través de su Secretaría Técnica, con el apoyo de CEA- Esperanza Honduras y la vinculación de expertos nacionales e internacionales que apoyaron al grupo de consultores nacionales. CONSIDERANDO: Que los Lineamientos Estratégicos para la Innovación y Mejora del Prácticum Docente, se reconocen como los elementos del más alto nivel de la Estrategia Organizacional, cuyo propósito es alinear el comportamiento de todos los miembros de la organización hacia un horizonte y visión compartida. CONSIDERANDO: Que las decisiones de política educativa nacional que defina el Consejo Nacional de Educación serán refrendadas por la Presidencia de la República mediante acuerdo ejecutivo. CONSIDERANDO: Que el Consejo Nacional de Educación es el máximo organismo de decisión de política educativa nacional; tiene como finalidad elaborar y dar seguimiento a la política educativa, articular, horizontal y verticalmente el
Sistema Nacional de Educación y coordinar la reforma de la educación en el País. CONSIDERANDO: Que mediante Acuerdo Ejecutivo 033-2021, de fecha 16 de agosto del año 2021, se delega al Sr. Arnaldo Bueso Hernández, Secretario de Estado en el Despacho de Educación, la delegación de funciones del Presidente de la República en el Consejo Nacional de Educación (CNE). POR TANTO: En aplicación de los Artículos 245 numeral 11, 19 y 45, 247 y 248 de la Constitución de la República, Artículos 11, 29, 116 y 118 de la Ley General de la Administración Pública y sus reformas mediante el Decreto Legislativo No. 266- 2013, artículo 02 del Reglamento del Consejo Nacional de Educación. A C U E R D A: PR I M E R O : Oficializar los “LINEAMIENTOS ESTRATÉGICOS PARA LA INNOVACIÓN Y MEJORA DEL PRÁCTICUM DOCENTE” como la estrategia que orienten hacia un mismo propósito las intervenciones y los recursos de los diferentes actores que intervienen en el Prácticum, a fin de lograr su permanente mejora e innovación. SEGUNDO: Los LINEAMIENTOS ESTRATÉGICOS PARA LA INNOVACIÓN Y MEJORA DEL PRÁCTICUM DOCENTE, son seis: Lineamiento No. 1 Fomentar el análisis y discusión dentro y fuera de las instituciones formadoras, considerando los escenarios de la pandemia y la post pandemia, respecto a qué es el Prácticum, su propósito y su relevancia social tanto a nivel del sistema educativo en general, como para los estudiantes de docencia a lo largo de toda su formación. Lineamiento No. 2 La estructura y organización del Prácticum debe apoyar la vinculación estudiante – centros educativos, desde el inicio de su formación. Lineamiento No. 3 Revisar, reformar e innovar el currículo para fomentar el desarrollo de habilidades críticas y la capacidad de innovación, como parte del Prácticum docente. Lineamiento No. 4 Fortalecer la capacidad de innovación durante el Prácticum, como una habilidad básica del trabajo docente. Lineamiento No. 5 Incluir en los criterios de evaluación del Prácticum el desarrollo de habilidades educativas críticas, al mismo tiempo que se fortalece el proceso de monitoreo.
Lineamiento No. 6 Ampliar los vínculos institucionales que permitan un mayor apoyo a la gestión del Prácticum. TERCERO: Las instituciones del Sistema Nacional de Educación responsables del prácticum docente deben atender en el proceso de la práctica profesional docente de la formación inicial los LINEAMIENTOS ESTRATÉGICOS PARA LA INNOVACIÓN Y MEJORA DEL PRÁCTICUM DOCENTE, de conformidad a lo establecido en el literal anterior. CUARTO: Para la aplicación progresiva de los LINEAMIENTOS ESTRATÉGICOS PARA LA INNOVACIÓN Y MEJORA DEL PRÁCTICUM DOCENTE, el Consejo Nacional de Educación y nivel institucional deben de realizar una campaña de sensibilización, pero principalmente con actores fuera del ámbito educativo, como son las instancias de Secretaría de Finanzas, Comisión de Educación del Congreso Nacional y agencias de la cooperación internacional que operan en el país, para lograr una mayor asignación de recursos para el desarrollo, mejora continua e innovación del Prácticum. QUINTO: Los LINEAMIENTOS ESTRATÉGICOS PARA LA INNOVACIÓN Y MEJORA DEL PRÁCTICUM DOCENTE, tiene su soporte en un documento técnico mismo que se autoriza su distribución tanto física como digital, el cual además debe de estar colgado en el portal del Consejo Nacional de Educación http://cne.presidencia.gob.hn. SEXTO: El presente acuerdo de aprobación del LINEAMIENTOS ESTRATÉGICOS PARA LA INNOVACIÓN Y MEJORA DEL PRACTICUM DOCENTE, entrará en vigencia a partir de su publicación en el Diario Oficial de La Gaceta y es de ejecución inmediata. SÉPTIMO: Dado en la ciudad de Tegucigalpa, municipio del Distrito Central, a los dieciocho (18) días del mes de diciembre del año dos mil veintiuno (2021). COMUNÍQUESE Y PUBLÍQUESE.
