Summary
This decree creates a Special Cabinet for Economic and Social Reactivation, composed of the main state officials, aimed at coordinating extraordinary actions to recover the national economy and improve social welfare during the COVID-19 crisis. It affects all public institutions involved in the country's economic and social development.
Considerations
Whereas the Constitution of the Republic in its Article 245, numerals 2, 11, 19 and 45 establishes that it is incumbent upon the President of the Republic, among other powers, to direct the general policy of the State and represent it; to issue Agreements and Decrees and to enact Regulations and Resolutions in accordance with the Law; to administer the Public Treasury; and those other powers granted to him by the Constitution and the Laws. And whereas the General Law of Public Administration in its Article 11 indicates that the President of the Republic is responsible for the supreme direction and coordination of the Centralized and Decentralized Public Administration, being able in the exercise of his functions to act by himself or in Council of Ministers.
Whereas the human person is the supreme purpose of society and the State and, in accordance with Article 62 of our Constitution of the Republic, the rights of each person are limited by the rights of others.
Whereas Article 329 of the Constitution of the Republic prescribes that the State promotes economic and social development, which must be subject to strategic planning. The law regulates the system and process of planning with the participation of the Branches of the State and political, economic and social organizations, duly represented. To fulfill the function of promoting economic and social development and to complement the actions of other agents of this development, the State, with a medium and long-term vision, must design in concert with Honduran society a planning that contains precise objectives and the means and mechanisms to achieve them.
Whereas social security is an instrument of the State at the service of social justice, whose purpose is to guarantee the human right to health, medical assistance, protection of means of subsistence and the social services necessary to achieve individual and collective well-being.
Whereas, in the face of the economic impact caused by the COVID-19 pandemic, it is necessary to enact measures for economic and social reactivation.
Whereas the President of the Republic, in order to coordinate everything related to the strategic conduct of the Public Administration, may create sectoral cabinets, as in the case at hand, which has as its main objective the recovery and economic and social reactivation of the Country.
