This law creates the CREDIMUJER Program, a government-managed solidarity credit fund that provides low-interest loans to organized rural women for investment in agriculture, businesses, and services. It also provides technical training and assistance to help them escape poverty. It primarily benefits peasant women in poor areas.

Considerations

Whereas women play a preponderant and essential role in economic development, the promotion of prosperity, food security and sovereignty of Honduran rural families.

Whereas the State of Honduras has signed and ratified International Treaties and Conventions, which lead to the protection of the rights of Honduran women, such as the Charter of Human Rights of the United Nations of 1945, the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) of 1979, the Fourth World Conference on Women held in Beijing, China, in 1975 and its respective World Platform for Action (WPA).

Whereas in Honduras rural women constitute fifty percent (50%) of the rural population, which according to the INE EPHPM May 2012, in absolute terms represents 2,220,532 women, however they face a gender gap that prevents them from accessing basic resources, such as credit, to increase their productivity in the rural area, which has generated that civil organizations have promoted the creation of rural savings associations so that some women can access agricultural credits.

Whereas as a means of solution to the economic problems faced by rural women, and despite this, in the last ten (10) years the participation of women in agricultural activities has increased by more than one hundred percent (100%), the State proposes the creation of the National Solidarity Credit Program for Rural Women (CREDIMUJER) that favors organized women with land and without land, for agricultural investment and entrepreneurship, rural business and technical assistance through the State Secretary in the Office of Agriculture and Livestock (SAG), so that they can develop their economic activities that allow them to escape poverty.

Whereas it is the attribution of the National Congress, established in Article 205 attribution 1) of the Constitution of the Republic, to create, decree, interpret, reform and repeal laws.
