Whereas the Department of Valle constitutes a special sub-region of the country, of great economic, social, and environmental importance, but whose resources are not being exploited or administered efficiently.

Whereas the Law of Territorial Planning establishes that unique authorities can be created for the development of areas or special programs under the modality of Areas under Special Regime, with the powers determined by their decrees of creation.
