Summary
This decree creates the Police General Staff, a technical body that reports to the General Director of the National Police. Its function is to advise, plan, coordinate, and supervise police operations to better address security challenges. The chief of this body can replace the General Director when necessary.
Considerations
Whereas the President of the Republic has under his charge the supreme direction and coordination of the Centralized and Decentralized Public Administration. The President of the Republic in the exercise of his functions may act by himself or in Council of Ministers.
Whereas the President of the Republic, by Decree in Council of Secretaries of State, may issue within the Centralized Administration the norms required to determine the competence of the Offices by the Secretaries of State and create the internal dependencies that may be necessary for good administration; such provision shall be issued by the President of the Republic in Council of Secretaries of State, even when the dependency or function has been created or granted by means of a legal provision.
Whereas the National Police, faced with the new security challenges it is compelled to confront, urgently requires changes within its organizational structure, through the creation of a superior technical and advisory body, responsible for advising, planning, coordinating and supervising police operational activities, dependent on the General Directorate of the National Police.
