This decree reforms the law of the National Solidarity Credit Program for Rural Women (CREDIMUJER), creating a fund managed through a trust at Banpro to provide loans to organized rural women, with or without land, for agricultural activities, entrepreneurship and rural businesses, with technical assistance from the Ministry of Agriculture.

Considerations

Whereas women play a fundamental role in accelerating progress in economic development, the promotion of prosperity, security, and food sovereignty of Honduran rural families.

Whereas the State of Honduras has signed and ratified International Treaties and Conventions that entail the protection of the rights of Honduran women, such as the Charter of Human Rights of the United Nations, the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the Fourth World Conference on Women held in Beijing, China in 1995, and its respective World Action Platform (PAM).

Whereas in Honduras women in rural areas constitute fifty percent (50%) of the rural population, which according to INEEAH in May represents 1,300,000 women; however, they face a gender gap that prevents them from accessing basic resources such as credit to increase their productivity in the rural area, which has led civil organizations to promote the creation of rural savings cooperatives so that some women can access agricultural credits. Whereas as a solution to the economic problems faced by women in the rural sector and despite this, in the last ten (10) years participation of women in agricultural activities has increased by more than one hundred percent (100%), the State proposes the creation of a National Solidarity Credit Program for Rural Women (CREDIMUJER), which favors organized women with land and without land for agricultural investment and rural entrepreneurship, business ventures, and technical assistance through the State Department in the Office of Agriculture and Livestock (SAG) so that they can develop their economic activities that allow them to emerge from poverty.
