This law allows citizens to freely organize into community boards and associations to address their local needs. It grants them legal status (permission to operate as an organization) through simple procedures at the Departmental Government, and authorizes them to manage projects, public services, and security programs in their communities.

Considerations

Whereas it is necessary to open spaces for community participation in the self-management of their fundamental needs, based on freedom of association as a fundamental right.

Whereas throughout the country communities organize for different purposes without having an adequate instrument that simplifies the procedures for obtaining their legal personality, which would allow them to operate in the formal sector, assuming legal obligations and acting as legal persons within the framework of the Constitution of the Republic.

Whereas the Constitution of the Republic in its Article 302 establishes that citizens shall have the right to freely associate in organizations of the first or second degree for the defense and promotion of their interests.

Whereas the National Congress has the following powers: to create, enact, interpret, reform, and repeal laws.
