This law strengthens Honduras' shrimp farming industry by establishing rules for granting national lands to producers for 20-year renewable periods, with annual payments of USD 40 per hectare in production. It also creates registries for concessions, seafood distributors and marketers, and establishes a foundation funded by exporter contributions to improve quality of life in the Southern Zone.

Considerations

Whereas the human person is the supreme end of society and the State, and in order to achieve their well-being, the State is obliged to exercise the conditions that permit productive sectors to generate employment opportunities, as a fundamental right of human beings.

Whereas the cultivated shrimp industry is essentially of an export nature, with important contributions to the national economy, such as the generation of employment and foreign exchange, the State is obliged to adopt measures that tend toward its strengthening and the improvement of its competitiveness.

Whereas it is an attribution of the National Congress to create, decree, interpret, reform, and repeal laws.
