Summary
This law promotes low-cost airline flights in Honduras by offering discounts on landing fees, airport services, and passenger taxes to airlines operating economical routes. It benefits tourists, travelers, and airlines, aiming to recover jobs lost due to COVID-19 and increase tourism and investment in the country.
Considerations
Whereas it is of national interest the permanent promotion, support for the development and operation of national and foreign companies that operate public air transportation services in regular domestic and international flights.
Whereas the State of Honduras ratifies the principles of the open skies policy, with the purpose of attracting foreign investment and development to commercial aviation, and must create the necessary conditions to facilitate access to the market by executing administrative, operational, regulatory and promotional actions to operate air transportation services.
Whereas within the framework of the national emergency due to COVID-19, thousands of direct and indirect jobs related to tourism activity have been lost, tourism is the fourth generator of foreign currency and air transportation is the backbone of the tourism industry as well as the economic development of destinations, being a massive means of transporting thousands of people daily on trips for commercial, tourist, scientific, cultural, business, educational purposes, among others.
Whereas air transportation has been one of the sectors most affected due to worldwide restrictions to which it has been subjected during the COVID-19 pandemic, which has meant considerable economic losses for the industry as well as a reconfiguration of flights by airlines, decreasing the number of destinations, flights, frequencies and operations worldwide, therefore States must implement incentives and necessary measures to reactivate commercial aviation, increase passenger flow to and from destinations and strengthen the country's economy.
Whereas in accordance with Article 205 Attribution 1) of the Constitution of the Republic, it is the authority of the National Congress to: Create, decree, interpret, reform and repeal laws.
