This regulation establishes the technical rules that institutions, forest owners, and forestry technicians must follow to prevent, detect, monitor, and control insect pests that attack pine forests in Honduras, especially bark beetles. The National Institute for Forest Conservation (ICF) leads it and all its departments must comply with it to protect forest health.

Considerations

Whereas the National Institute for the Conservation and Development of Forests, Protected Areas and Wildlife (ICF), has the powers conferred upon it by the Forest Law (Decree 98-2007), with respect to approving the different technical-legal instruments to carry out the management of the forest sector, especially concerning the prevention, monitoring and control of forest pests in order to safeguard the pine forest ecosystem.

Whereas the Forest Law, Protected Areas and Wildlife creates the National Institute for the Conservation and Development of Forests, Protected Areas and Wildlife (ICF) and assigns it the functions to I) Administer public forest resources, II) Regulate and control private natural resources, III) Ensure strict compliance with regulations related to the conservation of biodiversity, IV) Promote the development of the sector in all its social, economic, cultural and environmental components; and, V) Comply with the 17 objectives of the LFAPVS.

Whereas during the years 2014-2017, a period in which 511,504 hectares of pine forest were affected, which represented an investment of nearly 600 million lempiras ($24 million) in order to contain the excessive advance of the plague and protect the greatest possible amount of pine forest.

Whereas in 2011 the document "Technical Standard for the Management of the Pine Weevil Plague" was designed, which was proposed by the Department of Forest Protection; however, it was never published in La Gaceta. On the other hand, with the scenario created by the plague episode of 2014-2017, ICF's perspective changed significantly, moving from a scenario of controlling epidemic conditions of pine bark beetle attack to a preventive scenario under the Forest Health and Sanitation approach promoted by CCAD through the Regional Strategy for Forest Health and Sanitation.

Whereas during 2017, ICF issued Agreement 026-2017 through which the Department of Forest Health and Sanitation was created, dependent upon the Subdirectorate of Protected Areas and Wildlife of the ICF.

Whereas during 2019, ICF executed an agreement with the College of Forest Professionals of Honduras (COLPROFORH) and the Honduran Forest Agenda (AFH) in order to carry out the corresponding approaches that enable the country to have a document in accordance with current scenarios and Forest Health and Sanitation processes, for which the TECHNICAL STANDARD FOR THE MANAGEMENT OF BARK BEETLE INSECTS OF PINE (Dendroctonus spp and Ips spp) was prepared.

Whereas this technical standard is a tool made available to forest technicians, forest owners, institutions and other related organisms, which will serve so that the ICF and others involved in the protection of the forest can carry out the prevention, monitoring and control of pine bark beetle insects with efficiency and responsibility, and in this way achieve the proper management of populations of these insects in order to maintain the health and sanitation of the pine forest.
