CHAPTER I OBJECTIVE AND SCOPE OF THE MANUAL

Article 6.-

The Operational Manual of CCTs has the objective of defining the conceptual design and the provisions that regulate the operational actions and that govern the execution of CCTs within the framework of the Programa de la Red Solidaria (PRS). In the preparation of this manual the principal processes defined by the Technical Team of the PRS are established, which could be modified when the operational needs of the PRS so justify.

Article 7.-

The present Manual contemplates the aspects of the design and operability of CCTs in the Axes of the Programa de la Red Solidaria: "Social Protection", "Health", "Education", "Infrastructure and Environment", "Human Strengthening" and "Income-Generating Opportunities". Its applicability is of an inter-institutional character, in accordance with what is stipulated in Article 12 of Executive Decree No. PMC 05-2022 and as indicated in the Contracts, Loan Agreements and Financing Agreements executed with external organizations to finance CCTs.

Article 8.-

The Manual shows, in the first place, the general characteristics and conceptualization of CCTs, with the definition of each one and their characteristics, conditionalities, methods of payment. Subsequently, it presents the operational mechanics, with the description of each one of the steps and processes that intervene in the execution of CCTs. CHAPTER II DEFINITION, CHARACTERISTICS AND STRUCTURE OF CCTs.

Article 9.-

Although it is true that in the general scope Conditional Cash Transfers (CCTs) are considered those that are made for the provision of services in Social Protection, Education and Health, for purposes of the innovative strategy of the Programa de la Red Solidaria that seeks to reduce poverty in an integral manner, those that are carried out based on the complementary axes of "Infrastructure and Environment", "Human Strengthening" and "Income-Generating Opportunities" shall be incorporated into the concept of CCTs.

Article 10.-

The Conditional Cash Transfers CCT of the Programa de la Red Solidaria are defined as the set of interventions of the Programa de la Red Solidaria that are realized with the delivery of money to the Honduran population and that are subject to the compliance with specific conditionalities by those who receive them. Said CCTs are framed within the Axes of "Social Protection", "Health", "Education", as well as other complementary CCTs in the Axes of "Infrastructure and Environment", "Human Strengthening" (Solidarity Tables or Community Councils, Parent Associations, Health User Committees, among others) and "Income-Generating Opportunities". The conditionalities are determined according to the Axis to which the CCT belongs, its design and the service that it promotes for use by its target population.

Article 11.-

General Objective of CCTs, Improve the living conditions of the Honduran population served by the Programa de la Red Solidaria, mitigating their poverty situation and deficiencies in their basic needs, within the framework of a strategy based on a comprehensive policy with an assets approach.

Article 12.-

Specific Objectives 1. Ensure a minimum income for households served by the PRS that allows them to access basic and essential products. 2. Contribute to the reduction of poverty in the localities served by the PRS, addressing its root causes and generating a state of self-sustainability and autonomy in households. 3. Reduce deficiencies in the basic needs of the Honduran population, which impact the poverty condition of the household and which are contemplated in the axes of the Programa de la Red Solidaria. 4. Promote, in the Honduran population served, the use of the service offering, promoting comprehensive health, the generation of assets, economic, educational, productive and social development of households. 5. Promote civil participation, fostering the execution of actions aimed at self-management of resources to improve living conditions, as well as support the development of human capital, through individual or group action.

Article 13.-

Service Territories of CCTs, CCTs shall be executed within the focused localities (Focused Villages) by the PRS, due to the concentration of households in conditions of relative poverty, extreme poverty, or because they present deficiencies in the needs addressed by its Axes. These localities shall be selected based on their minimum prevalence of households in conditions of extreme poverty, determined by SEDESOL, through the Social Development Observatory (ODS).

Article 14.-

Target Population. The target population of the TMCs is constituted by households or persons that present at least one of the following situations: 1. They are located in the Targeted Localities, and may present a situation of extreme poverty or poverty in accordance with the current econometric model. 2. They are located in the Targeted Localities and face one or several of the deficiencies addressed by the Axes of the Red Solidaria Program Strategy. 3. They carry out activities framed within the PRS strategy, defined as development actions, asset-generating, social oversight, audit, or support actions to the Red Solidaria Program and are developed in the territories of the Targeted Localities. All TMCs are based on the Target Population of the TMCs, therefore the eligibility characteristics specific to each TMC are criteria that are added to what is described in this section.

Article 15.-

Targeting. The Red Solidaria Program shall apply a first stage of targeting called geographic targeting and referred to the territorial coverage in which it shall define the locations to be served by its interventions, with an approach at the village level. The TMCs shall have national coverage in territories with the highest prevalence of households in poverty and extreme poverty conditions. The localities shall be selected in accordance with the current Targeting Methodology of the Social Development Observatory (ODS), contemplating the concentration of poverty in municipalities, villages, hamlets, neighborhoods or neighborhoods and using proximate variables and a predictive model of monthly per capita spending for households in the country with data from the Poverty and Vulnerability Observatory, taking as reference the most recent available official statistical information and calculating the incidence of extreme poverty by village, which shall be ordered in ascending form within each municipality to thus generate a list that identifies villages, neighborhoods and neighborhoods; thus defining the territorial service area specified as rural poverty and urban poverty.

Article 16.-

Under this methodology, villages, localities or communities are determined as targeted those that were selected in accordance with the minimum concentration of households in extreme poverty situations, with lower limit values of at least 45% of households in extreme poverty for the rural area and 30% of households in extreme poverty for the urban area.

Article 17.-

Second, individual targeting shall be applied to households, which shall depend on the eligibility requirements of each of the TMCs, specified in the section of Conceptual Design of the TMCs. In such sense, all households that reside in the Targeted Villages may be eligible to receive the TMC depending on the eligibility criteria thereof.

Article 18.-

Conceptual Design of the TMCs. Each TMC is directed at a population with specific characteristics and promotes a particular service in accordance with the axis to which it subscribes. In this way, the money delivered to its target population is conditioned by the use of the service by the recipient. This operating mechanism provides each TMC with a set of characteristics or parameters that define it, following its own objective; however, always subject to the macro strategy of the Red Solidaria Program. The characteristics that constitute the design of each TMC include:

  • •

The Axis to which it belongs

  • •

    Its eligibility parameters (target population)

  • •

The gap or deficiency it addresses

  • •

    The service it promotes

  • •

    The conditionality it requires

  • •

    The amount to be delivered

  • •

Its frequency or ideal delivery timing. To achieve its objectives, the PRS implements its actions through different axes of TMCs, which impact the comprehensive development of participating households in accordance with their life cycle.

Article 19.-

Description of TMCs in each of the Axes of the Red Solidaria Program. Each TMC shall have its own description in this Manual.

Article 20.-

Social Protection Axis. The Social Protection Axis seeks to generate a coverage structure for the population in situations of poverty or vulnerability, in which access is provided to a series of services and basic necessity goods, including income security for basic consumption, food, essential health care and use of the educational offering. The Social Protection Axis contemplates a TMC of incorporation or enrollment in the Red Solidaria Program, granted as the first intervention to introduce the household to its subsequent benefits. Likewise, it includes the TMC of Food Security or support for Basic Consumption. Due to the nature of this axis, its intervention range overlaps with the TMCs of the other Axes.

Article 21.-

TMC of Incorporation. This TMC is delivered a single time to the household as a registration payment to the Red Solidaria Program, in exchange for the Signature of the Deed of Incorporation to the Programs and Projects of the Red Solidaria and Commitment to Compliance with Conditionalities by the Head of Household. This amount has the objective of reducing the gap in food insecurity and basic goods needs, providing a minimum level of household income support.

Article 33.-

Education Axis, the purpose of these CCTs is to provide the necessary economic means that allow minors to cover the expenses involved in enrolling and attending educational centers, taking and passing the grades corresponding to the levels of Basic and Secondary Education. Additionally, they aim to reduce illiteracy rates, through the participation of civil society trained to generate the pertinent actions. Conditionality: With the exception of the Literacy CCT, the Education CCTs are divided into two conditionalities to be requested based on the availability of information and the moment in which the CCT is executed (see section Registration and Measurement of Conditionalities): • Enrollment: Children, youth and adults up to a maximum of 30 years of age (evaluated member) are required to carry out the process of registration and enrollment in the different modalities of educational centers, officially approved by the Ministry of Education. • Attendance: It is required that the evaluated member has regular attendance and presence of at least 80% of the established school days (equivalent to an absenteeism less than 20% based on what is reported by the Ministry of Education).

Article 34.-

Each of the following CCTs, apart from Literacy, shows in the eligibility parameters the ages dictated by the Ministry of Education in which the minor, youth or adult must attend each one of the grades or educational levels. However, considering overage as a persistent factor mainly in localities with higher poverty rates, the CCTs do not strictly limit the grades in which the person must be enrolled to access the monetary incentive. In this sense, determining which CCT the person will access will depend on the grade they are taking, with age remaining as a reference point when analyzing data on lack of enrollment or attendance. Consequently, the limits that do apply regarding age -outside the Literacy CCT- are determined as: • Ages between 6 and 18 years so that a person in the Rural area can comply with the conditionalities and their household access the Education CCTs. • Ages between 8 and 30 years so that a person in the Urban area can comply with the conditionalities and their household access the Education CCTs.

Diagnostic processes in the Targeted Villages that include the description of the state of said villages and the identification of intervention needs.

  • •

Advisory on prioritization, planning, execution, monitoring and social control of public resources executed by the Solidarity Network Program in the Targeted Villages.

  • •

Social Oversight Activities, consisting of audit actions, monitoring activities and others that ensure transparency, as well as the proper and efficient execution of public resources.

  • •

Raising awareness among the population about the fulfillment of the State's responsibilities.

  • •

Development of leadership in matters of ethics, morality and performance.

Article 68.-

Set of TMC for Participants. In attention to the comprehensiveness of the interventions of the Solidarity Network Program, which could imply multiple supports granted at a given time to the same household, it is possible that several TMC may be developed at the same time to a household, through its head and coincide in the delivery cycle; this considering its poverty condition, the shortcomings it presents and its conditionality actions. Therefore, in cases where applicable, several TMC may be made in a single delivery to a household head, eventuality in which the amounts shall be grouped and summed insofar as possible, always ensuring that the different concepts for which the total delivery is being made are detailed to the participant.

Article 69.-

New TMC Proposals. The Solidarity Network Program may design and structure new TMC based on household shortcomings, identified needs, analyses of the Targeted Villages and availability regarding financing sources. In these cases, the new TMC shall be formalized through the Technical Committee, through its specification in the Technical Committee Minutes and put into operation as of the signing of said minutes. In the event it is determined that this created TMC shall have indefinite validity, it shall be incorporated into this manual.

Article 70.-

Response to Incidents, Adaptive Protection TMC. Honduras is one of the countries in the region most affected by climate change, the dry corridor and trends of climate phenomena, which are annual events that affect families due to the high degree of vulnerability in their territories. To provide a humanitarian response to this population, upon the official declaration of emergency, declared by the Presidency of the Republic, State Secretariats in the Offices of Health, Education and/or by the Permanent Committee for Contingencies (COPECO), that negatively impact the living conditions of households and communities in the Localities Targeted by the Solidarity Network Program and that originate from phenomena generated by nature, climate change, environmental impacts or uncontrolled human activity; including at least those mentioned hereinafter:

  • •

    Floods

  • •

    Fires

  • •

    Drought

  • •

    Hurricanes

  • •

    Landslides

  • •

    Storms

  • •

    Financial Crises

  • •

    Pandemics

Article 71.-

The Solidarity Network Program may execute actions for the creation of emergency TMC or Humanitarian Monetary Transfers and/or redefinition of existing TMC regarding their design (amounts, conditionalities, eligibility, among others) with the objective of mitigating the impacts of emergency situations, through the granting of temporary economic support to eligible households directly affected by an emergency situation, derived from natural disasters, health emergencies, economic crises, climate shocks and social contingencies, among others.

Article 72.-

Methodology Towards Gradualism. The interventions of the Solidarity Network Program, as a whole, have as their final purpose contributing to the reduction of poverty in the localities with the highest prevalence of poverty in Honduras, generating a condition of self-sustainability in the attended households, in such a way that they do not require further support to subsist and develop their maximum potential as individuals. This condition of self-sustainability implies addressing the root causes of poverty in a logical order or sense, beginning with primary or basic needs and culminating in those that directly generate capital and human development.

Article 73.-

The Solidarity Network Program shall operate under a macro strategy in which interventions shall be carried out by stages that seek, in the long term, a graduation of the household with respect to said interventions. This is materialized in the fact that the household will not need to continue receiving the aid and shall be conceptualized as a Gradualism approach.

Article 74.-

Given the staggered scheme of interventions, as well as the fact that not all households present the same conditions, in a generalized manner, the Gradualism approach may have two perspectives: • Gradualism at the Village Level • Gradualism at the Household Level CHAPTER III GENERAL GUIDELINES FOR PARTICIPANTS

Article 75.-

Participants. All households that were registered in the Information System of the Solidarity Network Program following any of the previously exposed routes are considered Participants:

  • •

They have an FSU, are registered in the SIRBHO and were subsequently shared with the PRS.

  • •

Literacy TMC: They were selected through the Ministry of Education through the instruments designated for this purpose and subsequently shared with the PRS.

  • •

Local Strengthening TMC: They were registered by the Managers in the Information System of the PRS (MARS) during the processes of formation of the Solidarity Roundtables.

Article 76.-

Duties of Participants. In addition to eligibility criteria and compliance with conditionalities, to be entitled to the benefits granted by the PRS, participating households shall be requested to act in accordance with the following duties and obligations (with the exception of participants in the Literacy TMC and Local Strengthening TMC): a) Provide truthful information about the demographic and socioeconomic conditions of their household and its members b) Use the resources received through monetary transfers for the purposes to which they are intended c) Comply with the conditionalities they assume and to which they commit. d) Promptly inform about changes and updates in their conditions, such as change of address, births, pregnancies, deaths and changes of school. e) Comply with the commitments associated with each of the interventions of the PRS. f) In case of permanent absence of the mother who served as head of household, designate a head of household in her representation, preferably a woman of legal age, who has permanent custody of the children of the household. This person shall be the one to sign the Minutes of Incorporation to the Programs and Projects of the Solidarity Network and Commitment to Compliance with Conditionalities. g) Attend health facilities and/or receive ESFAM to demand care for children under five years of age, pregnant women and postpartum women. h) Enroll their boys and girls or adolescents in educational centers of the national public system and guarantee their permanence and proper attendance at least 80% of the established school days, as well as ensure the approval of the school year. i) Make use of the services offered articulated by the PRS through its interventions, with the support of governmental or non-governmental institutions, seeking to improve their living conditions, achieve a greater degree of well-being and move towards a state of self-sustainability. j) Allocate monetary support to the improvement of family welfare, especially for the purchase of basic products that improve the nutritional status of the household, the purchase of medicines and school supplies and implements. k) Participate in the support instance to the PRS at the community level, especially in assemblies, to discuss aspects related thereto. l) Participate in orientation and training meetings related to the interventions of the PRS. m) Keep household data updated, reporting (in a timely manner) to the PRS births, admissions, deaths or permanent absence of members, as well as the correction of personal data and changes of address or changes of school. Regarding participants in the Literacy TMC and Local Strengthening TMC, they shall comply with the following duties:

  • a)

    Provide truthful information about the demographic and socioeconomic conditions of their household and its members;

  • b)

Facilitate the information and documentation necessary within the framework of their activities and actions executed such as their registration or compliance with PRS conditionalities.

  • c)

Perform the tasks that are within their competence in the sphere of the TMC to which they shall be entitled, supporting the generation of human capital, the improvement of conditions in their communities and support for PRS activities.

  • d)

Participate in orientation and training meetings related to the interventions of the PRS.

  • e)

Keep household data updated, reporting (in a timely manner) to the PRS births, admissions, deaths or permanent absence of members, as well as the correction of personal data and changes of address or changes of school.

Article 77.-

Rights of Participants. Participating households of the PRS, once registered as such, shall have the following rights:

  • a)

Receive information about the eligibility criteria, permanence and exit of the household and its members from the benefits of the TMC.

  • b)

Receive clear, simple and timely information about the operation of the interventions and aid packages of the PRS.

  • c)

Timely and free receive the support, benefits and interventions of the PRS having complied with their conditionalities.

  • g)

Receive timely attention to their requests, complaints and reports.

  • h)

Receive the TMC in the designated places for such purposes.

  • i)

Renounce the TMC if they so decide. CHAPTER IV OPERATION MECHANICS

Article 78.-

Eligibility. At the village level it indicates that deliveries of benefits or services shall be implemented by stages, seeking, first, to cover the needs and basic shortcomings of households, as well as communities, incorporating more interventions, subsequently and in a staggered manner, as the previous ones are covered.

Article 79.-

At the household level, the TMCs will depend on the eligibility presented, the poverty conditions, and the household's deprivations. Initially, the aim will be to address basic deprivations, such as food insecurity and lack of comprehensive health, successively adding the other TMCs, in accordance with the household's evolution in its poverty threshold, the analysis of its needs, and the growth of its members. In this context, the intention of the TMCs will be, on one hand, to counteract the effects of poverty and low purchasing capacity of individuals, providing an environment of protection against primary needs, such as food and health. On the other hand, it will seek to create and accumulate assets through the promotion of services that generate human development, thereby achieving the elimination of household deprivations and a state of self-sustainability that allows it to exit poverty.

Article 80.-

Consequently, the TMCs will be delivered following the logic set forth in this section, so the Solidarity Network Program will reserve the right to adapt the Delivery Cycles and the frequency of execution of each TMC to the needs detected in the villages, their progress in the gradualism strategy, and the eligibility conditions of the households. Finally, considering the nature of the TMCs, these may be classified as containment TMCs, when they mitigate a deprivation without directly generating the conditions to eliminate it, such as in the case of the Food Security TMC; and gradualism TMCs, when their execution is directly aimed at reducing the deprivation they address, whether by providing the required monetary support or promoting, through conditionality, the use of the pertinent service. Such are the cases of the Income Generation Opportunity TMC and the Education TMC, respectively.

Article 81.-

Registry of participants. Once the geographic universe of care is selected, comprised of municipalities and villages in rural areas; neighborhoods and districts in urban areas; information from households in the focused zones will be obtained through the collection of the Single Socioeconomic Form (FSU) for each household, in accordance with the Current Methodology for Collection of the Single Socioeconomic Form, approved by the Social Development Observatory (ODS).

Article 82.-

This information will be registered in the System for Registry of Beneficiaries of Honduras (SIRBHO), administered by the ODS, including personal data of household members, general information, as well as their socioeconomic, demographic, geolocation characteristics and other variables required for the adequate operation of the interventions of the Solidarity Network Program.

Article 83.-

In the case of households in the focused localities whose information could not be collected in a timely manner, but that are identified later by the territorial teams of the Solidarity Network Program, local authorities, or through requests received via the participant service mechanisms, efforts will be made to carry out the respective collection of the Single Socioeconomic Form (FSU), following the Current Methodology for Collection of the Single Socioeconomic Form and continuing with its registration in the SIRBHO.

Article 84.-

Poverty threshold. After the information from the household survey has been registered in the SIRBHO, the analysis and calculation of the poverty score will be carried out, which will serve as the basis for the identification of the poverty threshold.

Article 85.-

For the poverty score, the Multidimensional Poverty Index will be used, which will be determined by the ODS based on the technical criteria and selection guidelines, as well as the procedures and analysis of variables specified in the current Econometric Model, using the information specified in the Single Socioeconomic Form (FSU).

Article 86.-

Incorporation into the Registry of Participants of the Solidarity Network Program Upon completion of the steps for registration in the SIRBHO and calculation of the poverty score and threshold, a process of information transfer will be carried out to the Solidarity Network Program encompassing all households registered in the Focused Villages and following the guidelines established jointly. This information transfer will culminate with the registration of the data in the MARS database, constituting at this moment the Registry of Participants of the Solidarity Network Program (Registry of Participants of the PRS).

Article 87.-

Literacy TMC and Local Strengthening TMC. In the particular cases of the Literacy and Local Strengthening TMCs, the collection of the FSU does not apply; instead, the data collection instruments will be determined by the Ministry of Education and the Solidarity Network Program, respectively; with their registration developed directly in the Information System of the Solidarity Network Program, by the internal staff designated for this purpose. Regarding Literacy, the Ministry of Education will carry out the process of selecting the personnel to teach the classes, through prior training and certification stages. As a result, said Ministry will generate the lists of literacy facilitators, called Facilitators, which will be transferred to the staff of the Solidarity Network Program, where they will proceed with their registration in the corresponding System. With respect to the Local Strengthening TMCs, the field staff of the Solidarity Network Program, the Managers, will carry out the formation of the Solidarity Tables, as well as their registration in the Information System of the Solidarity Network Program.

Article 88.-

Registry of Participants. The registry of participants will be composed of all household members and will represent a common database for all TMCs. The exception to the preceding point is constituted by the participants of the Literacy and Local Strengthening TMCs, where the registry will only need to include the person who will be carrying out the activities of the conditionalities, with their personal data, required for the TMC execution processes. In a general scope, all households and/or persons who are delimited by the provisions in the section of the Target Population of the TMCs will be considered eligible to participate in the TMCs; additionally meeting the following conditions: 1. They inhabit municipalities, villages, hamlets, and/or districts and neighborhoods focused by their prevalence of households in extreme poverty conditions, stipulated in the section Universe of Care of the TMCs; giving priority to zones vulnerable due to violence issues, expelling migrants, climate vulnerability, and belonging to indigenous and Afro-Honduran peoples. 2. They are counted and registered in the SIRBHO and in the Registry of Participants of the PRS of the MARS, with the current Single Socioeconomic Form (FSU), in accordance with the Collection Methodology. In the case of the Literacy and Local Strengthening TMCs, their census and registration will be carried out directly in the Registry of Participants of the PRS, under the established formats and documents. 3. They have the supply of services in each of the axes to comply with the respective conditionalities. 4. They have members with ages contemplated in the eligibility parameters of at least one of the TMCs set forth in the section Conceptualization of the TMCs. As for the parameters for selecting households for a particular TMC, these will be defined by the eligibility criteria specified in the conceptualization of each, being applied repeatedly to the households, with the objective of evaluating the validity of the eligibility prior to each execution of a TMC.

Article 89.-

In the context of the operationalization of each TMC, a representative and person in charge of the household before the Solidarity Network Program will be defined, called the Household Head. At the moment of registration in the Information System of the Solidarity Network, a member aged eighteen years or older will be selected, through the Information System of the PRS, preferably the mother of the children of the family unit, as the Household Head. In case of the non-existence of this role in the household, another adult member will be selected, prioritizing the father who permanently resides in the household or another adult female member or any other adult responsible for the minors. However, through participant service management and/or through updating processes, the household has the possibility of defining another household head if it deems it more appropriate, without prejudice to the prioritization regarding female gender.

Article 90.-

Incorporation and commitment agreement. For the purposes of the TMCs, with the exception of the Literacy and Local Strengthening TMCs, upon the household obtaining its eligibility status and prior to receiving the Incorporation TMC, the Solidarity Network Program, through its regional or local staff, will inform the participants about their rights and duties toward the interventions of the PRS, especially regarding the conditionalities that they are obligated to comply with in each of the axes through the use of the supply of services.

Article 91.-

If the Household Head accepts the conditions, their enrollment in the Solidarity Network Program will be formalized through the signature or digital fingerprint on the Act of Incorporation into the Programs and Projects of the Solidarity Network and Commitment to Compliance with Conditionalities. This commitment will be valid as long as the household remains eligible for the TMCs. Once the Act is signed, new participating households will receive an initial payment in the amount established by the Incorporation TMC, in accordance with what is set forth in its conceptualization.

Article 92.-

In the cases of the Literacy and Local Strengthening TMCs, the participants will formalize their incorporation into the Solidarity Network Program through their enrollment in the instruments provided for this purpose, after having complied with the previous training processes by the Ministry of Education and by the Managers, respectively.

Article 93.-

Update of the Registry of Participants. There will be two sets of updates applicable to the registry of participants; the first set originates from external entities, the ODS or the Ministry of Education, through the application of the respective instruments; the second set refers to the management proper of the Solidarity Network Program.

Article 94.-

With the exception of the Literacy CCTs, the set coming from the ODS shall be the only means to incorporate new households into the Participants Registry, as well as for updates that warrant a complete FSU survey, such as changes in the household's geographic location or in its socioeconomic variables that could affect its poverty status. In relation to the Literacy CCT, the formats sent by the Ministry of Education shall constitute the only means to incorporate new Facilitators.

Article 95.-

The updating of household information resulting from the Program's own management shall be carried out directly in the Participants Registry database through the Red Solidaria Program Information System and shall be limited to changes in:

  • •

Personal data of household members (names, surnames, identities, date of birth and gender)

  • •

Demographic structure of the household (Addition or Inactivation of members)

  • •

Change of Titular The PRS must maintain the support, in accordance with what is established in this Operational Manual, regarding such changes, corrections or modifications to the information.

Article 96.-

For the purpose of maintaining the most recent available data in the Participants Registry and of executing eligibility verification actions, the Red Solidaria Program shall perform information cross-checks with the ODS SIRBHO at least once a year, operations in which it shall analyze the data shared by SIRBHO to identify potential modifications or new households to be incorporated into the Participants Registry records. At the time of performing the information cross-checks, prior updates that have been made through PRS management shall have greater priority than updates sent from the ODS through SIRBHO for the same record, considering that the former shall be carried out based on primary documentary support for each change, generating a higher degree of certainty with respect to the FSU. Additionally, all changes made through PRS's own management shall be socialized with the ODS, for the purpose of being able to perform the operations, if applicable, in order to eventually apply such modifications in SIRBHO.

Article 97.-

Among the possible sources of origin for carrying out updates within PRS management, actions by field personnel shall be used, such as managers or support from the Solidarity Tables (Community Councils) and directed processes that are generated from the PRS strategy. In all routes, to make corrections or modifications to the Participants Registry, the personnel assigned by the Red Solidaria Program shall facilitate and complete, together with the titulars, a format called Household Attention Record, in the following cases: a) Change of titular b) Incorporation of new members c) Removal of members d) Correction of name, surname, date of birth, gender data e) Request for withdrawal from the CCTs by the responsible titular f) Request for reactivation in the CCTs g) Correction of errors resulting from verification and payment h) Correction of national identification document number.

Article 98.-

The following table presents the requirements that must accompany the Household Attention Record duly completed and signed by the corresponding party in each case: f) Request for reactivation in the CCTs g) Correction of errors resulting from verification and payment h) Correction of identity document numbers

Article 99.-

The assigned personnel shall facilitate the integration of supporting documentation to address the requests and updating needs of the participants. In case the documentary support does not meet the requirements, the Household Attention Record shall not be completed and the participants shall be directed to obtain and present it, in order to be able to initiate the process of completing such record. If PRS personnel detects a need to modify household data, they may update the information of members of participating households when they deem appropriate, without need of the Household Attention Record, as long as they possess documents supporting such modification and the validity and consistency between the data and such documents is maintained.

Article 100.-

When the current titular is unable to receive the CCT for fully justified reasons, a change of Titular shall be proceeded with, in accordance with the participating family, through the Household Attention Record. Justified causes for the change of Titular are considered to be death, permanent disability, incapacitating chronic illness, migration, abandonment of the household, and others duly qualified, which must be evidenced with the corresponding document. The new Titular must be 18 years of age or older, must not be Titular in another household, if not registered in the household's current FSU, must be, following the change in the SIG database, incorporated into the FSU and preferably, the person responsible for care of minors.

Article 101.-

In the event that a household is reported for not meeting the eligibility criterion, the PRS shall be responsible for managing the application of a new FSU in order to determine the merit of the report and take decisions in accordance with the CCT regulations plus what is established in the FSU Survey Methodology.

Article 102.-

In the same manner, in case the PRS personnel detects modifications that require the application of a new FSU, management shall be generated with the ODS to ensure the corresponding FSU survey is conducted and the subsequent transfer of this data to the PRS Participants Registry.

Article 103.-

Registration and Measurement of Conditionalities. Conditionalities are referred to as the actions that members of households must carry out to

The new Titular must be 18 years of age or older, must not be Titular in another household, if not registered in the household's current FSU, must be, following the change in the SIGMARS database, incorporated into the FSU and preferably, the person responsible for care of minors.

Conditionalities are called the actions that members of households must carry out in order to become entitled to one of the transfers detailed in this Manual. The actions are defined independently in each TMC and apply only to members who possess the necessary eligibility characteristics to carry them out.

Article 104.-

TMC Incorporation. The incorporation TMC shall be executed as the first aid that the household will receive within its process of incorporation into the TMC. Consequently, the conditionality requested shall be the signature of the Incorporation Act to the Programs and Projects of the Solidarity Network and Commitment to Compliance with Conditionalities.

Article 105.-

The signing of this Act shall take place at the moment and place of payment execution, just before the household head makes the TMC effective, leaving a record by means of the same, that he or she accepts the commitments and conditions set forth in it. If the head refuses to sign the Act, he or she shall not be entitled to the TMC. The capture of signature or fingerprinting of this act may be carried out in physical or digital form, in case adequate technological means are available.

Article 106.-

Once the signed act is in place, the personnel designated by the PRS shall indicate in the registration of the PRS Information System that this requirement has already been met by the head in question. In this way, in order to be enabled in the other TMC established in this Manual, the head must have the signed act and the indicator in the MARS. This aid is not mandatory as the first TMC for participants in the Literacy and Local Strengthening TMC.

Article 107.-

TMC Food Security. The conditionality for the Food Security TMC shall be the signature of a Commitment Act for the Use of the TMC, at the moment and place of payment delivery, wherein the participant commits to use the amount to be received in the consumption of essential products, established through the current basic basket of the INE.

Article 108.-

TMC Education and Health. The conditionalities of the Education and Health axes are set forth in the conceptual design of the TMC, in the corresponding sections.

Article 109.-

TMC Literacy. The literacy TMC shall support services that address deficiencies related to illiteracy, school dropout, and lack of schooling, through the execution of cycles (or modules) in which subjects equivalent to the grades of the first two cycles of basic education (1st to 6th grade) shall be taught. The TMC shall be granted to personnel who are developing these modules in the territories of the Focal Villages, based on the literacy methodology designed by the Ministry of Education.

Article 110.-

The Ministry of Education shall be responsible for selecting the facilitators, through a prior training and certification process in which the future literacy instructor shall be provided with the knowledge and required conditions that will enable him or her to carry out the complete literacy process under the necessary standards to provide quality and comprehensive education.

Article 111.-

The literacy processes shall be divided into a total of three cycles and shall be framed within the literacy periods delimited by specific start and end dates, established jointly between the PRS and the Ministry of Education and formally set forth in official formats, wherein the data of the facilitators who will be active during that period, the cycle that each one will teach, and other information necessary for purposes of support and documentation of the PRS shall also be specified.

Article 112.-

It shall be within the competence of the Facilitators the following activities: registration of student enrollment at the beginning of each cycle, the process of teaching classes as such following the methodology established by the Ministry of Education, evaluation, registration and monitoring of student progress and performance, completion of formats -officialized by the Ministry of Education- with information on grades and attendance, as well as the delivery of reports at the end of the cycle with the results of the process, obtaining certification of said formats through the departmental/district officials of the Ministry of Education.

Article 113.-

This information shall be shared as official by the Ministry of Education and sent to the PRS to be incorporated into the PRS Information System, including at least the data of the facilitators, their students with their respective grades and performance, subjects passed, cycles taught, and period to which they belong. The conditionality shall be considered as met by a facilitator when in the format delivered and certified by the Ministry of Education it is identified that the Facilitator completed his or her teaching cycle with at least 10 students having passed all subjects included in that cycle, with the minimum grade defined by the SEDUC.

Article 114.-

TMC in the Infrastructure and Environment Axis. The Solidarity Network Program shall promote the assurance of fair and adequate housing for households in the focal villages either through improvement of existing housing or through the creation of new housing, an approach that shall seek to achieve results by generating the participation of household members in the same improvement or replacement processes, under the accompaniment and supervision of the personnel assigned to this purpose in the PRS.

Article 115.-

A fair dwelling is considered to be one that has a configuration of roof, flooring, and foundation made of materials that are not precursors or generators of diseases in household members. The involvement of household members in the improvement or replacement of housing shall be achieved through the household heads, who shall also work on the creation of a plan and budget that will serve as the basis for the execution of these activities.

Article 116.-

The registration of the conditionality shall be carried out by the field personnel of the PRS, with support from local civil society involved in the support activities for PRS interventions. This personnel shall be responsible for entering and certifying the actions developed by household members that will make them entitled to the TMC. All information related to the activities of housing improvement or replacement by the household, which shall serve as inputs for measuring the conditionalities, shall be registered in the Information System of the Solidarity Network Program.

Article 117.-

TMC in the Income Generation Opportunities Axis. The Solidarity Network Program shall promote, in households of the Focal Villages, the development of actions aimed at generating a self-sustaining state in the population, fostering the autonomy required to provide the household with the economic capacity to become self-sufficient; aiming in the first instance at independent food supply and eventually generating a scenario in which commerce is fostered by virtue of articulation with members of the agricultural, commercial, and productive sectors. Given that this strategy will make available to participants access to productive assets and/or infrastructure, basic technologies, technical, financial, commercial, and social assistance, the actions executed by household heads or members that contemplate the development of productive enterprises are defined as conditionalities, through the use of these services, as well as with the support, guidance, and coordination of both PRS personnel and the inter-institutional actors articulated by the PRS. These actions shall be registered by the field personnel of the PRS through the formats created jointly with the cooperating institutions, with the collected information being entered into the Information System of the Solidarity Network Program.

Article 118.-

TMC in the Human Strengthening Axis. Under the approach of human capital generation and empowerment of civil society in each of the Focused Villages, the participation of the population in activities that generate community development and improve the living conditions of the households to be served shall be promoted. For this reason, selected participants shall be requested, as a conditionality to make effective the TMC of this axis, to carry out actions in favor of the Solidarity Network Program strategy, such as the analysis and diagnosis of communities, identification and prioritization of needs, audit or social oversight activities; likewise, to serve as representatives of their communities before the PRS, ensuring the welfare of households in their villages and the efficient use of resources in the implementation of the interventions. Their work shall be set forth in annual plans where the activities to be carried out, established deadlines, and expected results shall be stipulated. Additionally, their activities shall be directed by the Working Methodology of the Solidarity Tables. The registration and monitoring of these actions shall be the responsibility of PRS field personnel, under the coordination and supervision of community councils that in turn shall respond to departmental technical councils subject to the central technical council. The formats and documentation to be used shall be agreed upon between the PRS and local authorities, culminating in the entry into the Information System of the Solidarity Network Program.

Article 119.-

Sanctions for Non-Compliance with Conditionalities. When non-compliance with conditionalities is due to errors, delays, or omissions by the personnel responsible for their registration and/or certification, the affected household heads may request that the personnel of the Solidarity Network Program and the corresponding institutions, together with their local representatives, proceed to verify the respective records. In cases where it is deemed appropriate, the PRS may determine to apply a sanctions modality for non-compliance with conditionalities in a two-stage process. Sanction shall be understood as the penalty applied to the household for each child, pregnant woman, adolescent, or youth who fails to comply with the applicable conditionality. If this modality is applied, in the event that the verification of conditionalities reports non-compliance, the following actions and sanctions shall be applied: • Upon the first non-compliance, a warning shall be issued to the participating household. • Upon the second non-compliance, a deduction of 100% of the TMC corresponding to the member who did not comply shall be applied.

Article 120.-

Attention to Complaints, Inquiries, and/or Claims. Complaints and reports linked to the operation of the TMC shall be directed through regional, departmental, or municipal instances within the structure of the PRS, or directly by the participants through the means established for this purpose; these shall be addressed in accordance with the provisions applicable to each situation, within the maximum time periods established in the Participant Attention Guidelines. In the event that participants opt for a direct channel, they may contact the local instances and representatives of the PRS in the communities. The PRS, in coordination with the corresponding institutions, depending on the type of inquiry or request, shall implement actions aimed at guaranteeing timely and efficient attention to complaints, reports, inquiries, petitions, or suggestions presented by participants, public and private institutions, and the general population. It shall be ensured that each institution attends to complaints, reports, or inquiries received, related to the service it provides, in accordance with what is established in the laws of the Republic and reports them to the PRS. In the event that these are inquiries related to the TMC or the procedures established in its Operational Manual, participants may contact the local structure of the PRS, where they shall be attended to and their inquiries or procedures answered, free of charge, through the respective procedures.

Article 121.-

Causes of Non-Eligibility. The eligibility criteria for each TMC are defined in its conceptualization, and may vary between each TMC and Axis. However, the following are defined as causes of non-eligibility that shall apply to all TMC and shall not permit the enabling of the TMC to the household: 1. Households in which the household heads and/or parents of the participating children have active employment in the public sector and have thereby earned a monthly income exceeding the Current Minimum Wage in any of the three months prior to the issuance of the payroll. In the case of public sector employees, the verification of employment status shall be carried out through an exchange of information with the SIAFI-SEFIN database that shall provide the list of employees, which shall be compared with the database of the participants' roster. This exercise shall be carried out in each payroll issuance and shall apply only to that specific issuance. 2. Those households that, after applying the Single Socioeconomic Form (FSU) and through the officially approved Individual Targeting Model, are determined to have overcome their poverty condition and no longer have shortcomings to be addressed by PRS interventions. In this case the household may not apply to the TMC from this moment forward, with the exception of the TMC for Literacy Incorporation and Local Strengthening. This condition may be reversed if a subsequent application of the FSU modifies its poverty condition or shortcomings. The PRS may eliminate, modify, or expand these parameters to exclude participants from the TMC, applying objective and transparent criteria.

Article 122.-

Suspensions of Participants. Participants may enter a state of suspension generated by any of the following reasons: 1. When the household head does not claim, during two consecutive deliveries in the same year, the TMC assigned by the PRS. 2. When the household changes its territorial location to a locality that is not within the Focused Villages. 3. When the suspension is requested in writing by the household head, due to permanent absence or justified cause. In cases 1 and 3 the household may not apply to enable the TMC until the reversal of its suspension is requested by the household head through a Household Attention Form. In the case of point 2, the household may again be enabled for a TMC until, through a new survey of the Single Socioeconomic Form (FSU), it is demonstrated that it is eligible for the TMC and that its new location is within one of the Villages Focused by the PRS. Households that are in a state of suspension may not receive unclaimed transfers; but once their reactivation is justified, they may receive the following payment issued in accordance with the delivery cycle and payroll issuance.

Article 123.-

Information and Guidance System for Participants. The PRS shall be responsible for ensuring that the benefits, duties, and processes are socialized with all actors involved, supported by the institutions with which they have made agreements to develop their interventions. The PRS shall establish, with the sectoral authorities, the mechanisms for training and guidance to the household heads of participating households, which may be carried out through in-person sessions, workshops, conferences, focus groups, or printed materials (brochures, bifold brochures, trifold brochures, etc.), audiovisual materials, and other visual media, with the support of specialized communication instances; all of this with the purpose that participants take advantage of PRS assistance and value the importance of health, nutrition, education, and other services offered, seeking to strengthen their family and social ties. Institutional personnel from the agencies that operate the PRS and/or various agents that facilitate the task of guidance, promotion, and monitoring of compliance with conditionalities may participate in the orientation sessions; such as members of local organizations. The persons referring training and socialization shall be: PRS personnel involved in the execution of the TMC, personnel from the different institutions that participate in the TMC; school principals and teachers, ESFAM, as well as nurses, doctors, and nursing assistants who provide their services at the local and regional level, municipal authorities, and members of the local and community organizations of the PRS. CHAPTER V MECHANISM FOR TMC PAYMENT

Article 124.-

Each TMC is conceptualized under a set of ideal characteristics, as an ideal moment or means of delivery. However, in response to unforeseen factors or conditions that could impact the operability of the TMC, the ideal scenario may not be achievable, leaving it to the discretion of the Solidarity Network Program, through the Technical Committee, to define the meritorious actions to execute the TMC in the given context, without prejudice to the intention of achieving its initial design. With regard to the eligibility of the population, each TMC presents its own selection parameters; however, in all of them, the universe is limited by the Focused Localities.

Article 125.-

Preparation of Payment List. As part of the preparations for the execution of the TMC, the process of issuing payrolls shall be carried out in which, by means of the analysis of information from the PRS participant roster, together with data on the compliance with conditionalities, the household heads to whom the TMC shall be effectively delivered shall be determined, detailing the TMC to which each head was enabled, the amount to be received, as well as the members of their household who complied with the conditionalities. These payroll lists shall contain the households Scheduled for payment, which are those that were found eligible and actually complied with the conditionalities, through their members, at the time of the issuance of the payrolls. The conditionality and eligibility parameters that shall apply to each TMC are defined in the Conceptual Design section of the TMC. For the analysis of compliance with conditionalities, the PRS shall use the most recent information available in the MARS, generated by the corresponding sectors and recorded in the MARS database prior to the issuance of the payroll, except in cases where conditionalities are verified at the time of payment.

Article 126.-

The failure to update information regarding compliance with conditionalities shall not be a cause for suspension of payments to participants, in which case the most recent available information shall be used. Said information shall have an age not exceeding 18 months with respect to the date of issuance of the TMC enabling payroll. The moments or dates of payroll issuance shall depend on factors such as the availability of information, funds, eventual needs, preparatory administrative activities, availability of necessary non-monetary resources, organizational structure, payment capacities, or any other factor that has an impact.

Article 127.-

The payroll issuance processes shall begin with the sending of internal memoranda containing the approval of the highest authority of the Solidarity Network Program and shall detail the date for issuance, the specific TMC to be included, and the months to be covered, as well as the distribution of funds and Paying Entities. The age of household members, necessary to determine eligibility for each of the TMC, shall be calculated, in each payroll issuance, as of January first of the year to which the TMC Payment to be issued belongs. The rest of the criteria or parameters shall comply with what is provided in the Conceptual Design section of the TMC. Subsequently, the pertinent units shall notify the institutions, entities, and/or other units involved and shall proceed to the issuance of the payroll as such, which shall consist of the execution of the necessary procedures in the MARS, by the competent units, to generate the lists of Households Scheduled in each TMC. Depending on how the delivery of TMC is structured, payrolls may be created and issued that contain multiple TMC. In these cases the calculation of the TMC to be received and the total amount shall be made considering the demographic structure of the household, its eligibility, compliance with conditionalities, and TMC to which it was enabled.

Article 128.-

Upon issuance of the payroll, the PRS shall attach to it a backup of the information based on which compliance with conditionalities was determined at that time, specifying the payroll issuance to which it belongs. Once a payroll has been issued in the MARS, it may not be modified, except for the specifications in the distribution of funds and Paying Entities, given that such changes do not affect the determination of which households are enabled or the amount to be delivered to each household head.

Article 129.-

The processes of issuance, annulment, or modification of payroll shall be documented by means of internal memoranda in which the PRS units involved shall be notified of such events. In order to achieve a high degree of transparency, for the 3 processes, the designated PRS personnel shall request the accompaniment of at least two PRS units, as well as the pertinent auditing and/or auditing entities in case it applies, with the actions, carried out in the MARS, being recorded on electronic media.

Article 130.-

Paying Entity. Entities constitute Paying Entities to be used by the PRS to effect the Conditional Monetary Transfers, ideally in the most accessible and closest localities possible for participants, performing the processes of delivery of cash or transfer of money in physical form or by electronic means, in accordance with the needs of the PRS and the nature of the TMC.

Article 131.-

Paying entities shall be selected in attention to the conditions of the PRS, availability of resources, coverage offered by potential entities, technology required to execute the TMC, particularities of the participants and/or their communities, and other applicable requirements of both the PRS and cofinancing entities (Considering acquisition processes referenced by each of the cofinancers) or the institutions involved.

Article 132.-

Prior to the development of delivery operations, the PRS shall sign agreements or contracts with the paying entities to be used (Own funds) and/or shall request No objection from cofinancers with external loan funds, in which shall be established at minimum the terms and conditions that shall detail the services to be provided by the entity, the coverage offered, technological platforms to be used, means of payment, supporting documentation to be managed, and the detail of costs. Additionally, service level agreements shall be defined that describe the details of the payment process, the resources that the entity shall make available to the PRS, as well as the methods to cover possible contingencies and different cases that could arise during delivery operations.

Article 133.-

The selected paying entities shall provide the PRS with the facilities and openness for correct traceability of payments, safeguarding of payment support documentation, access to subsequent review processes, accountability, and audit; furthermore, they shall operate under the financial regulations and other applicable CNBS regulations that are in effect for payment processes. The PRS shall provide the paying entities with the necessary inputs for correct payment execution, including lists of payrolls, delivery locations and dates, participant registration, amounts to deliver, and funds necessary to cover the payment.

Article 134.-

In turn, the paying entity shall provide the PRS with the data required for the execution of TMCs, contemplating the complete offering of dispersers along with their coverage range, daily delivery capacity, payment service hours, and available human or physical resources.

For purposes of TMCs, dispersers are defined as all entities that carry out the delivery of money or execution of TMCs in the field through a fixed or temporary location, which may be bank correspondents, non-bank correspondents, agencies, automated teller machines, mobile cashiers, or others. Depending on the type of paying entity, the dispersers may be owned by the paying entity or by third parties, in which case, the paying entity must procure agreements with them and ensure coverage of the PRS's interests with them, as well as manage all documentation and information required to properly support the payments. Regarding payment methods, the PRS shall endeavor to integrate, to the extent possible, mechanisms that make use of technology to facilitate delivery processes, generate greater financial inclusion among participants, achieve more efficient and lower-cost payment, and facilitate greater and fixed payment frequency, always with a view to providing the best possible quality of service to the participant.

Article 135.-

Payment Method Operation. The payroll issuance stage shall result in lists of the scheduled households, with the detail of the TMCs and amounts to be received. These lists shall be shared with the Paying Entities and with PRS field staff to carry out preparatory processes. On the other hand, given the issued payroll, plus the offer of dispersers provided by the paying entities to be used, PRS staff shall conduct Payment Programming, consisting of the delivery schedule that shall determine the delivery times and locations, indicating the days on which TMCs shall be executed at the village level, the detail of the quantity of participants per day, the teams that shall accompany them, and the dispersers provided by the paying entities.

Article 136.-

As for the paying entities, the PRS shall share the lists of the scheduled households, based on the needs of such mechanisms, to successfully carry out payment execution, under the security measures that guarantee non-access by third parties to the information. In the same manner, based on the financial requirements determined by the issued payroll, the funds destined to cover the execution of the TMCs shall be transferred to the paying entity's accounts. Prior to TMC payment, a convocation operation shall be conducted, through local, departmental, regional, and national PRS staff, in which the scheduled beneficiaries shall be informed of the date, location, and delivery schedules of their TMC, with at least three days' notice, whenever possible. For this purpose, the lists of the scheduled participants shall be distributed to PRS field staff, who shall go to the communities to provide notifications to the corresponding beneficiaries.

Article 137.-

Once the convocation of the households has been made according to the payment schedule and the preparatory steps have been carried out by the paying entities, the execution of the TMCs shall be developed, which shall be subject to the methodology applied by the paying entities to be used and to what is established in the agreement/contract signed with each of them. The TMCs shall be transferred to the participating households through direct deliveries to the beneficiary of the participating household —or to the person registered, in the case of TMCs for Local Strengthening or Literacy— whether in cash or using other payment methods with financial technology currently available in the market. Such transfers shall be executed by paying entities from the banking and non-banking network, public or private, supervised by the National Commission of Banks and Insurance (CNBS) with national coverage.

Article 138.-

In cases where applicable, use may be made of other methods, such as payments with deposits to accounts in

the names of the participants, use of debit cards, electronic wallets, use of cell phones through available service providers, electronic transfers, among others; ensuring, first and foremost, to cover in the best possible manner the needs of the participants, considering their particularities, conditions, economic and intellectual capacities, and openness to such methods. The household beneficiary shall go to receive the transfer on the indicated date and location, presenting in original their Identity Card; having shown the above, they shall receive the TMC with the corresponding receipt and shall sign or place their thumbprint on the proof of payment that remains in the institution responsible for it. This proof of payment may be digital or physical, depending on the payment method; it shall be certified by the paying entity and include at least the data of the date and time of collection, source of financial resources, names, surnames, and identity of the participant, amount, cell phone number (in cases where applicable), payment concept (provided by the PRS), and name of the establishment where the collection was made. Certification by the paying entity shall imply that it assumes responsibility for the traceability of the executed payments and shall declare the documents it generates from the delivery operation as correct, valid, and truthful. Once the delivery operation is concluded, the PRS shall issue an official communication to the paying entity notifying the termination of TMC execution and initiating the settlement steps.

Article 139.-

TMC Payment Cycle. The periodicity of TMC execution in the axes of Social Protection, Education, and Health shall preferably be every four (4) months. Nevertheless, the PRS may determine, in light of financial conditions, budgetary considerations, and zones of difficult access and high cost, the frequency and timelines of each Operative and TMC. To the extent possible, an effort shall be made to group the TMCs of the axes of Social Protection, Education, and Health in the same Payment Operatives, making efficient use of resources and generating lower costs; for this purpose, Annual Delivery Cycles (or Payment Cycles) shall be defined, attempting to align them with the actions to be promoted in the use of the service offerings on the participants' side. These Payment Cycles shall contain the quantity of Payment Operatives estimated to be developed in the year, along with their approximate execution dates, and shall be made official through internal memoranda, with the approval of the highest authority of the PRS. The dates of issuance and subsequent execution of payrolls in each Payment Operative (or Delivery) shall be determined based on the financial, physical, or human resources available, fiscal space, data availability, and other factors that may influence Payments.

Article 140.-

Settlement Process. All executed TMCs shall have their proper documentary support, whether electronic or physical, previously agreed upon between the PRS and the paying entities in use, supported by current regulations related to banking and financial entities. These documentary supports shall exist at the individual level, for each participant or executed TMC, and at the global level detailing the quantities of TMCs delivered by fund, department, municipality, and village, based on what is required by the PRS. The paying entity, through the delivered reports, certifies the executed TMCs, being defined as the entity responsible for the electronic and/or physical documentary supports. The PRS, whether the payment has been completed or whether closures of execution are required for different purposes, shall request settlement reports from the paying entity. These reports shall contain the supports with information of what was paid both at the individual and statistical level, including at least the data of the executed payment payrolls (with lists of

households or participants paid based on the Programmed Households), payment receipt documents, and bank commission expenses. If this request takes place at the end of the payment operative, the paying entity shall not continue executing TMCs.

Article 141.-

The formats of these reports shall be standardized between the paying entity and the PRS and shall contain the data required to ensure the traceability required in future investigations. The transfer of information may be in physical form, digital form, or both, by virtue of the needs of the PRS. Electronic verification reports authorized by the financial authority shall be considered valid as payment vouchers. The PRS shall analyze, verify, and review the information received from the paying entity, seeking consistency in the information across the different reports, which shall coincide with the executed amounts and with the money to be returned. Any errors or inconsistencies detected in this process, attributable to the paying entity, shall be resolved by it, within the timeframe defined between both parties. Once the information has been validated, its registration shall be carried out in the PRS's information system, through designated staff. Based on the results of the settlement, support reports shall be generated to proceed with the request for return of funds to the paying entity and other administrative procedures.

Article 142.-

Audit. Audits shall verify that the procedures established in this Operating Manual and those established in the credit/loan agreements and current financing arrangements, subscribed with external financial organizations, are complied with. The specific procedures to be contemplated in each of the audit processes shall be determined by the agreements to be established with each audit entity, under the guidelines stipulated in this Manual and in response to the requirements of the PRS authorities, as well as of external financial organizations, if applicable. For audit purposes, an Acceptable Technical Error Margin is defined: Based on national and international experiences in similar programs and considering the operability of TMCs, it is appropriate to include a reasonable error percentage, which shall be known henceforth as Technical Error, equivalent to the percentage of non-poor households that are incorrectly identified as relatively poor or extremely poor as a result of the sum of operational errors that include the following:

  • •

In the capture of information at the household level (inconsistencies in the informant's or surveyor's statement)

  • •

    Digitization errors

  • •

File loss problems (Single Socioeconomic Records)

Article 143.-

Errors in information capture or digitization that result in a change of threshold from extreme poverty to relative poverty shall not be considered as an error; therefore, they shall not form part of the percentage considered as technical error. Households that, as a result of the verification of data quality (in the field or digitization) conducted, change their classification from extremely poor to non-poor, shall be considered as an error and shall form part of the technical error percentage.

Article 144.-

Additionally, the follow-up processes carried out on households may result in them not being found in the location that the main informant declared at the time of the Single Socioeconomic Record (FSU) survey, whether due to seasonal or permanent migration situations, which makes it impossible to verify the existence of the household,

preventing validation of its information or its existence. These cases shall be considered as migratory situations; consequently, this percentage shall be deducted from the technical error (they shall not be considered as ineligible expenses); however, if the migration is of a permanent nature, the information shall be updated with the new address of such households through the collection of the Single Socioeconomic Record and they shall be subject to a new eligibility verification to determine their continuity in the TMCs. Based on the analysis conducted in this document, it is estimated that the expected levels of Technical Error in an exercise with quality levels equivalent to those desired to be obtained for TMCs in the future should not exceed 10%. Additionally, a reasonable margin of non-compliance with conditionalities of up to 3.5% is considered, which is acceptable according to national and international experiences in similar programs. CHAPTER VI COORDINATION BODIES

Article 145.-

Technical Committee. Conditional Monetary Transfers are materialized under the execution and management of the Programa de la Red Solidaria (Solidarity Network Program). Additionally, an entity is defined, made up of representatives of the institutions active in the processes concerning TMCs, as the entity in charge of studying the aspects that affect the operability of TMCs, generating possible modifications with respect to what is stipulated in this Manual; these changes may be incorporated and regulated through the creation of a Technical Committee Minutes. The Technical Committee Minutes shall be the supporting instrument in which all the specifications, modifications, and additions to this Manual shall be presented, resulting from the analyses and decision-making. This Minutes shall be made official through the signature of the representatives of the institutions that make up the Technical Committee. In the event that changes with indefinite validity are identified, such stipulations shall be provided as potential additions to the Operating Manual of the TMCs; in this way, the Technical Committee shall be authorized to suggest improvements, reforms, or repeals of what is provided for in the current Operating Manual.

Article 146.-

The Governmental institutions that shall make up the Technical Committee are:

  • •

    SEDESOL

  • •

    Secretariat of Finance

  • •

The Programa de la Red Solidaria (Solidarity Network Program)

Article 147.-

The functions of the Technical Committee are:

  • •

Identify the factors and aspects that could affect the operability of the TMCs and take actions in this regard, with the objective of seeking to reduce the possible negative impacts thereof and make better use of the positive effects.

  • •

Address the obstacles that could generate impediments in the execution of the TMCs in the times and manner provided.

  • •

Analyze the cases, situations, or events not covered by this Operating Manual, regulating and defining the procedures required to support them.

  • •

Provide the necessary guidelines to cover possible exceptions regarding the manner of operating the TMCs and their conceptualization.

  • •

Create or modify the conceptual design and/operability of the TMCs in response to the context of the Programa de la Red Solidaria (Solidarity Network Program).

  • •

Make official all decisions and actions through the creation and signature of the Technical Committee Minutes.

  • •

Detect and incorporate possible modifications to this Operating Manual, following the required legal methodology.

    CHAPTER VII TRANSVERSAL PROVISIONS

Article 148.-

Gender Equity. In the Strategy for Poverty Reduction, the National Plan and Vision of Country, Social Protection Policy, and the Millennium Development Goals, it is declared that equity between genders is essential for the achievement of human development objectives that are sought to be attained. For this reason, the PRS places its focus on the household and establishes ownership preferentially in mothers.

Article 149.-

Furthermore, the PRS recognizes that inequalities exist between men and women, boys and girls with respect to access to opportunities and resources to develop their human capital, are determined by reasons of historical inequity and gender inequality, which converges with socioeconomic factors, ethnic or racial belonging, territorial factors, and life cycle. For this reason, the PRS shall seek to contribute to reducing disparities that compromise the achievement of results in education, health, and nutrition of participating families, through specific actions that reinforce the strategy of encouraging the use of services in these areas without any discrimination and within a framework of human rights.

Article 150.-

Likewise, the PRS shall seek to expand the capacities of the beneficiaries toward greater autonomy and informed decision-making regarding their health, their development opportunities, and those of their daughters and sons; on the other hand, it shall seek to promote equitable relations between men and women, shared responsibility for family care, and active participation of men in child-rearing and household tasks. In this perspective, the PRS shall support institutions, with which it shall coordinate its interventions, in carrying out actions aimed at building a culture of gender equity. Some specific lines of work that the PRS shall support by promoting intercultural adaptation in consultation with said institutions are:

  • •

Strengthening of capacities in family health self-care through educational talks and relevant, timely, and accurate information to beneficiaries and their partners to promote sexual, reproductive, maternal, and child health of participating families. This activity aims to contribute to behavioral changes on the part of women and their partners toward caring for their health, shared responsibility of both parents in raising their children, and the importance of developing a good family environment, as well as the prevention of domestic and intrafamily violence.

  • •

Actions directed at adolescent girls and boys and young people belonging to participating families, which promote timely and responsible behaviors regarding their sexual and reproductive health, promoting the postponement of sexual relations, early and/or unwanted pregnancies, and access to sexual and reproductive health services. These actions may include educational talks on health self-care, informed decision-making, annual health check-ups, counseling, and modern contraceptive methods, information about HIV/AIDS and other sexually transmitted diseases.

  • •

Communication campaigns and specific incentives to promote schooling and completion of basic school cycle and secondary education by men and women; promotion of schooling for adolescent mothers and/or those in free union.

  • •

Actions that promote the active participation of men members of participating families in family development, which includes sexual and reproductive health, education, nutrition and child-rearing, good couple communication, shared decisions regarding management of family resources, and prevention of domestic and intrafamily violence in all its forms.

  • •

Adjustments to the operational modalities and incentive scheme of the PRS that contribute to promoting the compliance of conditionality of men and women under its regulations.

  • •

Adaptation of the frequency and schedules of procedures and activities related to the PRS to favor the reconciliation of domestic, labor, and family and personal care responsibilities and avoid overloading the time and obligations that currently rest almost exclusively on mothers of the household. Likewise, to increase the options of families, support shall be sought in care from the ESFAM and health centers to cover the provision of the package of services provided by the PRS.

Article 1.-

Indigenous and Afro-descendant Participation. Honduras counts among its population indigenous inhabitants and Afro-Hondurans belonging to nine culturally differentiated peoples; 7 Indigenous: Lenca, Maya Chortí, Miskitu, Nahua, Pech, Tawahka, and Tolupán and 2 Afro-Hondurans: Garinagu and English-speaking Black. Honduras, as a signatory to Convention 169 on Indigenous and Tribal Peoples of the International Labour Organization, is committed to guaranteeing the fulfillment of the rights of these peoples contained in that instrument. Furthermore, the social policies of financing agencies require that borrowing States apply Performance Standards to manage environmental and social risks and impacts in order to improve development opportunities for these peoples. They must comply with applicable national legislation, including the norms and principles stipulated in treaties that form part of national law and are applicable by virtue of their ratification. Under this context, the PRS shall guarantee the inclusion of indigenous and Afro-Honduran peoples from poor communities, in accordance with what is established in this Operating Manual. For such purpose, the PRS shall be responsible for creating and updating the Plan for Indigenous and Afro-Honduran Peoples of the PRS, socializing it, substituting or improving it as the case may be, and presenting it for approval to the Technical Committee of the Program as a specific and differentiated plan.

Article 152.-

Differentiated Care. In the specific case of the department of Gracias a Dios, due to its characteristics of accessibility, vulnerability, and high operational costs, not all conditions and regulations indicated in this Operating Manual apply, so it shall be attended according to a differentiated plan. In the case of Gracias a Dios, care shall be governed by the document "Differentiated Model for the Department of Gracias a Dios; Specific Plan of Care for Households Incorporated as Participants of the PRS in the Department of Gracias a Dios". In the case that it is necessary, the PRS, in its role as executing entity of the TMC, shall present for approval by the Technical Committee and Non-Objection of the co-financing entities, the Specific Plan of Care for Hard-to-Access Areas, which shall include the specific operational modality, special forms and mechanisms for the identification and selection of households, cycles and forms of transfer delivery, monitoring of compliance with conditionalities, care of participants, as well as coordination mechanisms with local governmental and non-governmental bodies for such purposes.

Article 153.-

Transparency and Accountability. It shall be the responsibility of the PRS and of the other participating agencies to maintain transparency and accountability with strict adherence to this Operating Manual and all applicable existing legislation, as well as the periodic publication of the results of the TMC. Participatory monitoring, which the PRS promotes, as well as community participation, may be considered as social oversight to guarantee this responsibility.

Article 154.-

Monitoring, Supervision, and Evaluation. For the purpose of promoting efficiency and effectiveness in the operation of the PRS, as well as promoting continuous improvement, internal monitoring of operational processes and services provided to participants shall be carried out, which will allow identifying and addressing problems and deviations as they arise and determining whether the TMC are being executed as planned or need changes in light of external events.

Article 155.-

For the Monitoring and Evaluation of the stipulations set forth in this Operating Manual, the PRS shall have the following information: Reports from the PRS information system, reports from SIRBHO, data from the Permanent Household Survey for Multiple Purposes (EHPM), impact evaluation reports of the TMC, evolution of compliance and non-compliance of conditionalities of participating households, evaluation of operational processes for the implementation of the TMC, participant satisfaction surveys, social audits/social oversight, and financial audits, among others. This information shall serve to measure the following aspects: 1. Progress toward achieving the intermediate and final results of the TMC indicated in the results framework. 2. Compliance with established operational processes. 3. Progress in the execution of the physical and financial programming of the PRS. 4. The identification of improvements to processes to guarantee compliance with TMC indicators. The PRS shall generate at least semi-annually public reports of operational monitoring indicating the progress of verification of conditionalities delivered by the sectors, with breakdown by department, including a group of indicators designed for such purpose, in accordance with what is established in the credit/loan documents with the different co-financing entities. Additionally, the PRS shall generate an Annual Report of the main intersectoral indicators related to the TMC.

Article 156.-

Management and Dissemination of Information. The use and dissemination of information shall be determined by the PRS, in accordance with applicable laws, and shall have a web page containing information on the TMC, especially what is indicated in the Operations Manual, Monitoring and Evaluation data, results of studies conducted on the same, coverage (number of participants by locality), compliance with conditionalities, total global amounts of transfers delivered, among others. The PRS is the body responsible for the integration, operation, validation, and maintenance of information contained in the PRS databases, as well as the registration of new participating households. Participants are the central element in terms of information.

Article 157.-

Special Provision – Regulations during Election Period. In accordance with what is established in Decree No. 44-2004 containing the Electoral Law and Political Organizations and its reforms, as well as what is established in the Law on Financing, Transparency, and Oversight of Political Parties and Candidates (Decree No. 137-2016), convocations for delivery operations may not be held, nor shall TMC be delivered in the forty-five (45) calendar days prior to the holding of internal or primary and general elections; likewise, communication and/or advertising campaigns may not be conducted, nor shall processes of collection of socioeconomic information of households (Unique Socioeconomic Card, FSU) of the PRS. Similarly, if in the exercise of its functions, the PRS identifies behaviors or facts that could constitute crimes or infractions, it shall report them and, if appropriate, denounce them to the competent authorities.

Article 158.-

Unforeseen Provisions. It is understood that any situation not provided for or not contemplated in this document shall be resolved by the PRS, in consensus with the Technical Committee and in agreement with the co-financing organisms, depending on each specific case. Likewise, to everything not provided for in this Operating Manual, what the competent authority establishes shall apply, as well as what the Technical Committee dictates, duly agreed upon with the co-financing organisms.

Article 159.-

Reference Documents. Within the scope of this Manual, all and each one of the documents, policies, and structures that are annexed or that are related to the TMC are deemed approved, as well as those that serve as the basis for putting them into operation. Among them, the following documents are mentioned:

  • a)

Continuous Update of the PRS Participant Roll: Household Update Methodology.

  • b)

Complaints, Denunciations, and Consultations: Guidelines for Participant Care.

  • c)
