Considerations
Whereas, in accordance with the principles of efficiency, effectiveness, promptness, and administrative deconcentration that govern public administration, it is necessary to optimize the internal management of this State Secretariat. WHEREAS: It is the authority of State Secretaries to issue agreements on matters within their competence, as well as those decisions of a particular nature that are made outside the procedures in which private parties intervene as interested parties. WHEREAS: In accordance with the provisions of article 27, numeral 27 of the Regulation of Organization, Functioning, and Powers of the Executive Branch, the General Secretariat of the State Secretariats has the authority to assist the State Secretary and State Undersecretaries.
Whereas the General Secretariat is the organ of technical-administrative support responsible for the coordination, control, and monitoring of internal administrative matters of the Secretariat. WHEREAS: By means of Executive Agreement No. 086-2026 of the tenth (10) day of February of the year two thousand twenty-six (2026), the citizen ÁNGEL GUSTAVO REYES RODRÍGUEZ was appointed as General Secretary of the Secretariat of Natural Resources and Environment (SERNA). WHEREAS: The State Secretary of the Office of Natural Resources and Environment (SERNA), JUAN CARLOS RAMOS RAMÍREZ, during the days comprised between the 12th and 13th of August of the year two thousand twenty-six (2026), will attend the LXXV Ordinary Meeting of the Council of Ministers of the Central American Commission for Environment and Development (CCAD) that will take place in the City of Belize, Belize, and therefore it is necessary that during his absence the functions be delegated to the General Secretary of the Secretariat of Natural Resources and Environment, citizen ÁNGEL GUSTAVO REYES RODRÍGUEZ, in order to maintain the normal development of the activities of this State Secretariat.

numeral 27 of the Regulation on Organization, Operation and Competencies of the Executive Branch, the General Secretariat of the State Secretariats has the authority to assist the Secretary of State and Under-Secretaries of State. WHEREAS: The General Secretariat is the organ of technical-administrative support responsible for the coordination, control and monitoring of internal administrative matters of the Secretariat. WHEREAS: By Executive Agreement No. 086-2026 of the tenth (10) day of February of two thousand twenty-six (2026), citizen ÁNGEL GUSTAVO REYES RODRÍGUEZ was appointed as General Secretary of the Secretariat of Natural Resources and Environment (SERNA). WHEREAS: The Secretary of State in the Office of Natural Resources and Environment (SERNA), JUAN CARLOS RAMOS RAMÍREZ, during the days comprised between August 12 and 13 of two thousand twenty-six (2026), will attend the LXXV Ordinary Meeting of the Council of Ministers of the Central American Commission on Environment and Development (CCAD) which will be held in the City of Belize, Belize, for which reason it is necessary during his absence to delegate the functions to the General Secretary of the Secretariat of Natural Resources and Environment, citizen ÁNGEL GUSTAVO REYES RODRÍGUEZ, in order to maintain the normal development of the activities of this State Secretariat. THEREFORE: In exercise of the powers vested in him and in application of articles: 246 of the Constitution of the Republic; 28, 33, 34, 36, numerals 8 and 19, 37 numeral 2, 116 of the General Law of Public Administration; 24, 27 numeral 1 of the Regulation on Organization, Operation and Competence of the Executive Branch; 4 and 5 of the Administrative Procedure Law. AGREES: FIRST: To delegate to citizen ÁNGEL GUSTAVO REYES RODRÍGUEZ, the attributions and functions corresponding to the Secretary of State in the Offices of Natural Resources and Environment, corresponding to the period from the twelfth (12) to the thirteenth (13) of August of two thousand twenty-six (2026). SECOND: To make the corresponding transcriptions. THIRD: This Agreement is to be executed immediately and shall be published in the Official Gazette "La Gaceta". Given in the City of Tegucigalpa, Municipality of the Central District, on the tenth (10) day of the month of August of the year two thousand twenty-six (2026). BE COMMUNICATED.
