This law creates CREDIMUJER, a state program that provides low-interest loans and technical assistance to organized rural women to start or expand agricultural and non-agricultural businesses. It benefits the 2.2 million Honduran rural women without access to financing, helping them escape poverty through a trust fund managed by financial institutions.

Considerations

Whereas women play a fundamental role in accelerating economic growth, promoting prosperity, food security and sovereignty of Honduran rural families.

Whereas the State of Honduras has signed and ratified International Treaties and Conventions, which entail the protection of the rights of Honduran women, such as the United Nations Charter of Human Rights of 1945, the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) of 1979, the Fourth World Conference on Women held in Beijing, China, in 1975 and its respective Platform for Action (PAM).

Whereas in Honduras, rural women constitute fifty percent (50%) of the rural population, which according to INE EPHPM May 2012, in absolute terms represents 2,220,532 women, however they face a gender gap that prevents them from accessing basic resources, such as credit, to increase their productivity in the rural area, which has led civil organizations to promote the creation of rural savings associations so that some women can access agricultural credit.

Whereas as a way to resolve the economic problems facing rural women, and despite this, in the last ten (10) years there has been an increase of more than one hundred percent (100%) in women's participation in agricultural activities, the State proposes the creation of the National Solidarity Credit Program for Rural Women (CREDIMUJER) that strengthens organized women with land and without land, for agricultural investment and rural business entrepreneurship and technical assistance through the Ministry of State in the Office of Agriculture and Livestock (SAG), so that they can develop their economic activities that allow them to escape from poverty.

Whereas it is the responsibility of the National Congress, established in Article 205, attribution 1) of the Constitution of the Republic, to create, decree, interpret, reform and repeal laws.
