This agreement cancels previous versions of the National Environmental Impact Assessment System (SINEIA) and establishes that this system must evaluate projects before granting environmental licenses, ensuring compliance with environmental laws and promoting sustainable development. It affects companies, governments, and institutions carrying out environmentally impactful projects in Honduras.

Considerations

That the accelerated destruction of natural resources and environmental degradation threaten the future of the nation, causing economic and social problems that affect the quality of life of the population, and that it is the duty of the State to promote a sustainable development style of natural resources and the environment, promoting the satisfaction of the basic needs of the present population without compromising the possibility that future generations satisfy their own needs.

That it is the function of the Secretariat of State in the Departments of Natural Resources and Environment (SERNA), to propose, execute and dictate all those measures that are considered suitable to preserve natural resources and improve the quality of life of the Honduran people.

That the environmental problem requires an organization and administrative structure that responds in a coherent, harmonious and comprehensive manner to our environmental situation; and at the same time contribute to sustainable development through public and private initiative.

That every state body has the obligation to permanently perform diagnoses and analyses of the different procedures and administrative processes that must be followed in its departments, in order to design simplification measures which must be adopted in accordance with the objectives of the Administrative Simplification Law.

That in the operation of the National System for Environmental Impact Assessment (SINEIA), various departments of the Secretariat of State in the Departments of Natural Resources and Environment (SERNA) intervene, as well as the Environmental Units of various institutions of the centralized public administration, and that in protected areas the National Institute for Forest Conservation and Development, Protected Areas and Wildlife (ICF) shall intervene.
