Summary
This decree establishes the State Policy for Comprehensive Risk Management in Honduras (PEGIRH), a plan designed to reduce the country's vulnerability to natural disasters and climate change. It requires all government institutions to include risk prevention and management actions in their work plans, acknowledging that Honduras is one of the world's most vulnerable countries.
Considerations
That in accordance with our Constitution, the President of the Republic is responsible for the general administration of the State and the supreme direction and coordination of Public Administration, being able to act by himself or in Council of Ministers.
That according to various world indicators that evaluate risk and vulnerability to the impact of natural phenomena, Honduras is among the first five most vulnerable countries on the planet.
That the incidence and regularity of large-scale events, and the numerous small and medium-scale occurrences resulting from the occurrence of natural phenomena associated with climate variability and change, have increased year after year, hindering processes of economic and social development of the country, today with significant backlogs and the permanent deterioration of the state economy and private initiative.
That disasters maximize rural and urban impoverishment, compromising important areas of territory and population whose living conditions have deteriorated and depend on complex subsistence strategies with serious difficulties for recovery and resilience.
That Honduras faces a historical process of social construction of risk that magnifies conditions of vulnerability and is closely related to the country's human development indices.
That the aforementioned risk conditions endanger the lives of inhabitants, their livelihoods, public and private assets, and, in turn, strongly compromise sustainable development and that, consequently, governmental action to respond to the priority of reducing the country's vulnerability and risk is of a priority and mandatory nature. WHEREAS: That there are international commitments subscribed by Honduras that establish the need to have administrative decisions, organizational matters and operational knowledge developed by society to implement policies, strategies and strengthen our capacities in order to reduce the impact of natural hazards, environmental and technological disasters and their consequences, and that these decisions involve all types of activities, including the knowledge and monitoring of risk, prevention and mitigation, financial management and disaster management and comprehensive risk management, that is, with a multisectoral, territorial approach, through corrective actions (existing risks) and prospective actions (risk foresight). THEREFORE; In exercise of its powers and in application of Articles 245 numeral 11, 248 and 252 of the Constitution of the Republic; 116, 117 and 119 numeral 1 of the General Law of Public Administration; 1, 3, 4, 5, 7, 8 numeral 1, and 28 of the Law of the National Risk Management System.
