Agreement-0298-SE-2023

This agreement approves a new curriculum for Bilingual Basic Education Teaching (Magisterio) to train primary school teachers at the secondary education level, replacing the previous three-year program. The three-year program (tenth, eleventh, and twelfth grade) emphasizes English language teaching and modern methodologies, benefiting students who wish to become bilingual basic education teachers in Honduras.

Whereas, Article 157 of the Constitution of the Republic of Honduras establishes that education at all levels of the formal educational system, except for the higher level, shall be authorized, organized, directed and supervised exclusively by the Executive Power through the Secretary of Education, which administers the centers of said system that are completely financed with public funds.

Whereas, the Constitution of the Republic in its Article 163 prescribes that the formation of teachers is an exclusive function and responsibility of the State; a teacher shall be understood as one who administers, organizes, directs, teaches or supervises educational work and who sustains the teaching profession.

Whereas, according to Article 23 of the Fundamental Law of Education, Secondary Education has the purpose of offering the formative experience to enter the world of work and/or to continue studies at the higher level, through the acquisition and construction of knowledge, skills and attitudes relevant to their personal and social life: as well as for the economic, sociocultural, scientific and technological development of the country.

Whereas, through Agreement No. 0319-SE-08, dated March 1, 2008, the operation of the Curriculum Plan for the Teaching Career was approved, with a duration of three years.

Whereas, beginning in 2015, through EXECUTIVE AGREEMENT 013-2015, a transition period is established for the fifteen Normal Schools in the country, which extended from the date of approval of this agreement until December 31, 2017, among them National School of Music of Tegucigalpa, Francisco Morazán; National School of Fine Arts of Tegucigalpa, Francisco Morazán; Mixed Normal School Pedro Nufio of Tegucigalpa, Francisco Morazán; Normal School España of Villa Ahumada Danlí, El Paraíso; Mixed Normal School of the South of Choluteca, Choluteca; Normal School Miguel Ángel Chinchilla of Nueva Ocotepeque, Ocotepeque; Normal School Justice and Liberty of Gracias, Lempira; Mixed Normal School of the West of La Esperanza, Intibucá; Normal School of the Atlantic Coast, of Tela, Atlántida; Normal School of Santa Bárbara, Santa Bárbara; Normal School Centro América of Comayagua, Comayagua; Normal School of the Valley of Sula of San Pedro Sula, Cortés; Mixed Normal School of Olancho, Juticalpa; Normal School Guillermo Suazo Córdova of La Paz, La Paz and Normal School Matilde Córdova de Suazo of Trujillo, Colón.

Whereas, the last graduation of the Teaching Education curriculum plan takes place during the year two thousand sixteen (2016), with 1936 students graduating with the title of Primary Education Teacher.

Whereas, within the doctrinary framework of the Morazanian School, the Bicentennial government plan to Refound Honduras with President Iris Xiomara Castro Sarmiento and the Secretary of State in the Ministry of Education Professor Daniel Enrique Esponda Velásquez, contemplates the curricular transformation of the Educational System in order to guarantee meaningful, socially relevant and culturally appropriate learning for a generally productive life.

Whereas, it is a priority to design a new curriculum plan for Teaching Education, specifically the training plan for Teachers of Bilingual Basic Education I and II Cycle, that responds to the needs, interests and expectations involved in the educational transformation process.

Whereas, beginning in 2023, the Curriculum Plan of TEACHING IN BILINGUAL BASIC EDUCATION I AND II CYCLE will operate in the physical spaces where the Normal Schools have functioned for decades.
