Summary
This agreement establishes November 13 as "Day of the Honduran Penitentiary Officer" to honor and recognize the work of prison guards in the country, also commemorating President Marco Aurelio Soto Martínez, who modernized the prison system with humanitarian principles. It aims to motivate and boost the morale of penitentiary staff by acknowledging their sacrifice and work in custody and rehabilitation of incarcerated persons.
Considerations
Whereas on November 13, 1846, Citizen Marco Aurelio Soto Martínez was born in Tegucigalpa, Honduras.
Whereas Citizen Marco Aurelio Soto Martínez was the twentieth President of the Republic of Honduras (1876 - 1881) and the twenty-first President of the Republic through reelection for the period (1881-1883); periods during which he promoted great liberal reforms that innovated the Republic and modernized the economic and social structures to develop exports and foreign investment, achieving institutional, political and social stability in the country.
Whereas President Marco Aurelio Soto Martínez was a great reformer and modernizer of the State, who introduced into the penitentiary system the first conceptions regarding the resocializing purpose of punishment, by ordering the construction of the Central Penitentiary of Tegucigalpa under philosophical and humanitarian principles, where "punishment for crime would be rather a means of useful instruction, improvement and reform of conduct and moral rehabilitation".
Whereas the National Penitentiary System has as primary purposes the protection of society, the rehabilitation, reeducation, and social reintegration of persons sentenced to penalties and security measures that deprive them of liberty, as well as the retention and custody of every person detained, in preventive custody or serving a sentence that deprives them of liberty.
Whereas the National Penitentiary Institute has a body of penitentiary security personnel; and whereas it is the duty of the INP to create the conditions that motivate and elevate the morale of personnel in order to foster character, doctrine, identity and esprit de corps of all members who comprise the penitentiary personnel.
Whereas it is fitting to consider the hidalguía, the distinction, the sacrifice and the indispensable work performed by all Penitentiary Agents serving in the National Penitentiary Institute; and whereas one of the ways to recognize and increase the motivation of penitentiary personnel is to establish a day in honor of Honduran Penitentiary Agents that distinguishes them, honors them and perpetuates them in history as public servants who serve the homeland with justice, honor and sacrifice from the difficult occupation of the penitentiary function.
Whereas there is no better example to emulate than the trajectory and legacy left for the Honduran penitentiary system by Doctor Marco Aurelio Soto Martínez, whose birthday shall be the reference point to mark the penitentiary history of penitentiary agents personnel.
