Considerations

Whereas Article 245 of the Constitution of the Republic establishes that the President of the Republic has charge of the General Administration of the State.

Whereas Article 13 of Legislative Decree No. 266-2013 dated December 16, 2013, published in the Official Gazette "La Gaceta" on January 8, 2014, containing the Law to Optimize Public Administration, Improve Services to Citizens, and Strengthen Transparency in Government, establishes that "The President of the Republic may create commissions comprised of public officials, prominent figures, and representatives of various sectors of national life and national or foreign advisors; likewise, he may designate single authorities for the development of areas, programs, or special projects, with the attributions determined by the Decrees of creation."

Whereas in the same Legislative Decree No. 266-2013, the General Law of Public Administration was reformed, specifically Article 32, which designates among others the competencies of the Secretary of General Government Coordination.

Whereas by means of Executive Decree Number PCM-008-2018 published in "La Gaceta" dated March 2018, reformed by Executive Decree Number PCM-039-2018 published in "La Gaceta" dated July 2018, the entities that are an integral part of the Secretary of General Government Coordination are designated, among them the Cabinets of Governance; Social; Economic; Infrastructure, Services and Public Enterprises; and Prevention, Security and Defense, which shall coordinate institutions related to the respective sector with the purpose of improving the functioning of Public Administration.

Whereas by means of Executive Decree Number PCM-050-2015 issued by the President of the Republic in Council of State Secretaries, dated September 13, 2015, the National Council for Sustainable Development (CONADES) was created, which was reformed by Executive Decrees numbers PCM-011-2016 dated April 22, 2016, and PCM-062-2016 dated September 1, 2016.

Whereas on September 25, 2015, at the Seventieth General Assembly of the United Nations, Honduras adopted the 2030 Agenda for Sustainable Development that contains the Sustainable Development Goals (SDGs), becoming a comprehensive, multisectoral, multidimensional plan of action in favor of people, the planet, and prosperity, which also intends to strengthen universal peace and access to justice.

Whereas the Secretary of General Government Coordination (SCGG), following the adoption of the 2030 Agenda for Sustainable Development, by delegation of the President of the Republic, becomes the Focal Point for the monitoring, oversight, and evaluation of the implementation and execution of said agenda, for which it becomes necessary to create a new body that responds efficiently and effectively to the fulfillment of the country's commitments.
