This decree expands a social housing program so that public sector workers in high-risk positions (military, police, firefighters, judges, emergency services 911, and COPECO) can access dignified housing. It uses funds already allocated to the social housing budget, benefiting employees whose salaries fall within the ranges established by the National Housing Commission.

Considerations

Whereas in accordance with the Constitution of the Republic, Article 245, numeral 2, it corresponds to the President of the Republic to direct the general policy of the State and to represent it.

Whereas the Constitution of the Republic recognizes the right of Hondurans to Dignified Housing, for which the State through the Government of the Republic has the obligation to formulate and execute Social Interest Housing Programs that address the housing needs of the population.

Whereas by Executive Decree Number PCM-057-2016, published in the Official Gazette "La Gaceta" on September 17, 2016, authorization was granted for the creation of a Program designed to benefit personnel who provide services to the citizenry and which in most cases carries implicit a high degree of risk to life, a situation that makes their families even more vulnerable.

Whereas it is necessary to incorporate other institutions of this population such as: Office of the Attorney General of the Republic, Judicial Branch, National Emergency System Nine, One, One (911), Permanent Commission for Contingencies (COPECO).

Whereas the expansion in the coverage of this Program does not imply the commitment of additional resources to the budget allocated for the care of the social housing line item, as such resources will be addressed with the funds already authorized in a timely manner.
